The purpose of the tendered framework agreement is to ensure efficient operation, maintenance and development of the two digital services, 'Public Energy Consumption' and 'Energy Efficiency Plans' as well as associated databases on SparEnergi.dk. The supplier must, among other things, be responsible for quality assurance of data and technical development. The Supplier must also provide ongoing technical support, dissemination and data handling. The operation and development must take place in close dialogue with the Danish Energy Agency, and the supplier's task is to ensure cost-effective operations.

The purpose of the tendered framework agreement is to ensure efficient operation, maintenance and development of the two digital services, 'Public Energy Consumption' and 'Energy Efficiency Plans' as well as associated databases on SparEnergi.dk. The supplier must, among other things, be responsible for quality assurance of data and technical development. The Supplier must also provide ongoing technical support, dissemination and data handling. The operation and development must take place in close dialogue with the Danish Energy Agency, and the supplier's task is to ensure cost-effective operations. The main focus of the task is the operation and maintenance of the two digital services as well as the settlement and transfer of the current OEF database in Drupal 7 to Drupal 9, but the task is not just a migration project from Drupal 7; it is the development of a completely new OEF database with new design and content, based on user-oriented content and design, as well as automation, so that there is a clear and systematic connection between development and operation. It is part of the development task that the OEF database can also be expanded to e.g. development of subpages or include other public authorities, e.g. municipalities and regions (cf. future EU regulation). In addition, an efficient operating organization must be established, where the primary operational tasks are data management and dissemination. As the task includes technical programming, it is a requirement for the solution and the team that the supplier has knowledge of technical development of websites in Drupal 9 and the work with content management (CMS), which must be clearly stated in CVs and references. In addition, it is a requirement for the solution of the task that the supplier uses the already developed foundation for the EEP database in Drupal 9 for further operation.
