The purpose of this contract is to assess the design choices and the economic evaluation of the EPR2 carried out by EDF and by Framatome for the part that concerns it, based on a detailed audit of the structure of the project. the cost of this project, based on that carried out by EDF, which must be challenged. This analysis must enable the Public Person (ie the government represented by the ministries conducting this audit - Ministry of Ecological and Solidarity Transition and Ministry of Economy and Finance) to understand the design choices of the EPR2, the risks and methodological uncertainties weighing on the cost structure of this project, as well as the realism and relevance of the economic targets set by the company for this new EPR2 model.
This contract consists of a detailed audit consisting of 5 components:
- understanding of EPR2 design choices based on feedback from EPR sites around the world and best management practices for major technology projects,
- audit of the cost model retained by EDF for the EPR2,
- analysis of the risks and opportunities of changes in design choices made to the EPR2 compared to the Flamanville 3 EPR,
- relevance of the EPR2 competitiveness targets (in euro (s) / kw) and realism of costs to date,
- estimate of the cost of electricity generated (in euro (s) / mwh) by EPR2 technology.
