The Health Analysis Platform: Data and Analysis Services

You are invited to participate in a competitive dialogue with the objective of establishing a contract for the health analysis platform. The competition aims to award the contract to a service provider with the following scope:

1) Development and establishment of data and analysis services for the health analysis platform;

2) System support, maintenance, further development and operational services for the system developed and established in point 1.

The scope includes establishment of the technical system that forms the basis to be able to develop an analysis ecosystem. The tenderer will not have exclusive rights to provide products, services or other content in this ecosystem and the customer will control who has access to supply this.

The participants should note that the exact scope of this procurement will be clarified during the dialogue and that the scope can be changed within the framework of the procurement regulations.

The contract is not exclusive.

An invitation is extended to participate in a competition to establish a contract for the health analysis platform. The assignment comprises:

1) Development and establishment of data and analysis services for the health analysis platform;

2) System support, maintenance, further development and operational services for the system developed and established in point 1.

In the procurement, the customer utilises the term cloud services as a common term for operational services. The customer takes no position on whether the services are accessible as general cloud services or another type of operational model supplied by the tenderer. The services will not be operated ‘on the premises’ of the customer.

In this procurement, the vision for the Health analysis platform (HAP) includes data and analysis services for researchers, authorities, health personnel, industry, inhabitants and health leaders. These user groups have multiple needs that can largely be served by the same technical systems and organisational functions.

The Health analysis platform will strengthen privacy by reducing the need to give access to personally identifiable information, and increase the individual’s control over their own personal information and how it is used.

The scope of the procurement includes development, establishment, maintenance and operation of the following parts of HAP:

Data platform with built-in privacy, including the technical system that makes it possible to integrate with and receive data from a broad spectrum of different data sources (for e.g. National Health Register), possibility to administrate and manage data, possibility of making data accessible for the end-users in a secure and efficient manner at the same time establishing an ecosystem of data suppliers and data products.

Data and analysis services includes digital services offered to end-users where they can use and analyse health data in a secure and flexible manner. This includes explorative analysis, secure analysis infrastructure and establishing a technical solution for an ecosystem where multiple suppliers can offer their analytical products and services. This also includes services where the data supplier can produce and quality assure data products, as well as services for the National Health Register.

Resident services are first and foremost services targeting residents so that their rights can be safeguarded, but also includes services to improve the dialogue between researchers and the general population. Resident services will primarily be delivered through the existing resident portal Helsenorge. Front end development on Helsenorge is not in the scope of this procurement.

Development work for HAP’s data sources related to moving data to HAP (for e.g. assist the register in the development of the user-interface) are within the scope of this procurement.

The estimated total value is only an estimate and the value can be both hire or lower than estimated. The estimate is no way binding for the Directorate of eHealth. The exact scope of this procurement will be clarified through the dialogue and the scope can be changed within the framework of the procurement regulations.

The participants should note that as part of the dialogue, the customer will also seek to clarify if it is necessary to sign direct contracts with any third parties (e.g. Cloud services providers) as part of, or in addition to, the ‘Cloud Services Contract for Data and Analysis Services’.

The contract is not exclusive.
