The purpose of this consultation is to award a global public performance contract in order to obtain and guarantee the improvement of the energy performance of HVAC installations (heating, domestic hot water, cooling, ventilation and air treatment) of about 250 sites with the objective of reducing energy consumption used for heating and domestic hot water (gas, heating, wood, electricity) of the order of 10% by 2027 as well as a reduction in the carbon footprint. It is also expected that the energy mix will improve through the increased use of renewable energies and a decrease in the use of non-renewable carbon-based energies. The energy sources for the production of heating and DHW represent a volume consumed of about 30 GWh / year. The procedure was entered into a competitive dialogue pursuant to Articles L.2124-4, R.2124-5 and R.2161-24 to R.2161-31 of the Public Procurement Code
the Holder will be responsible for:- implementing energy performance measures, installing equipment and carrying out the work it has recommended with a view to achieving contractually guaranteed energy saving objectives, excluding all works relating to buildings;- the supply and management of energy (P1) necessary for the production of heating and domestic hot water;- Operation, maintenance and maintenance in perfect working order of equipment and materials contributing to heating, domestic hot water, air treatment, ventilation and air conditioning (P2 service); - the total guarantee of this equipment (P3 service); - Support and awareness of staff to energy efficiency and consumption reduction actions ("energy coaching"); - Commitment to the quality of service and monitoring of the GTC in order to to guarantee the responsiveness and traceability relating to troubleshooting and maintenance interventions and services contributing to the monitoring of operations in general. The investment budget on the equipment that will be carried out by the HOLDER and financed by the City may not exceed 5 million euros (T.T.C.) over 3 years (valuation of EWCs included and excluding any subsidies).
