a) winter maintenance of roads with a length of 143,746 km

e) removal of snow from roads
f) removal of snow from pavements
g) removal of winter slipperiness from roads by using chemical agents or non-chemical (colouring) materials
h) removal of slipperiness from sidewalks
i) cleanup work after the winter season (clearing roads and pavements after winter)
in accordance with ANNEX No 3A.
5. It is estimated that as part of the Winter Action, the following will be carried out:
conducting an active action of winter road maintenance 30 days
conducting an active action in the field of winter maintenance of sidewalks 5 days
conducting passive action of winter maintenance of roads and pavements 111 days
conducting the "ice" action (combating slipperiness on all roads covered by winter maintenance) 10 days;
6. Under the subject of the contract (the conduct of Winter Action), the concepts of active winter maintenance of roads, active winter maintenance of sidewalks, conduct of action “pigeonhead” and passive winter maintenance of roads and sidewalks are used.
7. The active action shall mean the performance of operations related to the maintenance of passability by the removal of snow and the control of slipperiness in accordance with the detailed technical specification of proper performance and acceptance of works - winter maintenance of roads and pavements (Annex 2 to the contract) and list of standards for winter maintenance of county roads and sidewalks (Annex 1 to the contract).
8. Accession of the Contractor to work from the introduction of the active action by the authorized person of the Contracting Authority or the Director of the ZDP shall be up to 2 hours. The time of accession is one of the criteria for selecting the offer.
9. The passive action means the maintenance of equipment on the so-called readiness, the operation of the dispatch point, the patrolling of roads and pavements and the intervention of snow removal or the control of slipperiness at the command of the Ordering Party or in cases identified during patrolling - applies to the area very limited range.
The unit price for a passive share may not exceed 10% of the unit price for an active share carried out on the roads.
10. By the action “pigeonhead”, it is meant to combat slipperiness on all county roads only by sprinkling them with salt (without flushing). Under this action, the contractor is required to sprinkle the salt of all county roads across the width twice during the day. From the time of the launch of the action, the contractor will proceed to the first sprinkling of the roads at the time specified in the contract, while the second sprinkling of the contractor will proceed at the time indicated by the Ordering Party.
The unit price for the "ice" share may not exceed 70% of the unit price for an active share conducted on the roads.
11. The performance of the winter maintenance service of pavements is meant:
a) combating slipperiness by sprinkling sand or in the event of very difficult winter conditions with the consent of the Ordering Party with a sand-salt mixture in the ratio of 1:1 pavement surface using a self-propelled spreader or mounted on a vehicle adapted to move on sidewalks,
b) snow removal of pavement surfaces using a vehicle used for mechanical snow removal of pavement with a permissible total weight of up to 2.5 tons (vehicles must not damage the pavement surface, curbs, etc.),
c) maintaining in readiness the equipment and machines intended for the implementation of this order together with their operation,
d) providing by the Contractor on its own repair and repair service of equipment intended for the provision of services.
