The mission is to carry out, under the guidance of the Nantes Métropole services, the evaluation of the Plum within the regulatory framework provided for by the urban planning code.

It aims to measure the actual results of the urban planning document in force with regard to the initial objectives. The assessment focuses on measuring the gap between what is planned and what is achieved, as a milestone on a trajectory set by the Plum PADD (2030 horizon). In other words, it is a question of measuring the progress made after 6 years of implementation of the metropolitan PLU. The Evaluation must make it possible to characterize the evolution of the territory with regard to the objectives of the PADD, based on reliable and reproducible data, taking into account the general context, regional and national dynamics

The mission is divided into 3 phases: (i) Phase 1 (1 month) - Methodological scoping - Phase 1, during which the evaluative questions to which the evaluation will have to answer are set, the interlocutors whose opinion must be collected will be identified and the relevant indicators will be identified, which would not have been identified previously in Volume 5; (ii) Phase 2 (3 months) - establishment of the diagnosis, by collecting and processing data and collecting opinions; (iii) Phase 3 (4 months) - development of recommendations, based on the findings established in phase 2 and in dialogue with the elected officials and services of the Metropolis. The contract will take the form of an ordinary mixed-price contract (overall and fixed price and part at unit prices with a maximum set at €10,000 excluding VAT)
