With this call for tenders, the Bavarian State Ministry of Education and Culture is awarding services from the “IT procurement consulting” segment for the “BayernCloud School” program (BYCs).
IT procurement consulting:
Technical advice and support for the client in carrying out procurement procedures for the procurement of future IT systems (as additional components of the BYCs), IT services and consulting services with a specialist and technical focus.
The BayernCloud School program (BYCs) is a joint project of three ministries that jointly take over the strategic management of the program:
— Bavarian State Ministry for Education and Culture (StMuK)
— Bavarian State Ministry of Finance and for Home (StMFH) and
— Bavarian State Ministry for Digital Affairs (StMD).
The StMUK and the IT-DLZ (IT Service Center of the Bavarian State Government, a downstream authority of the StMfH) share the operational management of the projects in the program. The aim of the program is to provide Bavarian schools with content and tools for better digital education
put. The content of the projects in the program is to supply the Bavarian schools with
— Online-based communication, collaboration and
management tools and
— Access to educational applications for designing differentiated digital
learning environments and external applications.
The Contractor is responsible for content in the procurement procedure and subsequent operation by the StMuK as the sole client.

In terms of technical content in the BayernCloud School program, in particular for tendering new IT systems and IT services by the contractor.
This includes, in particular, advice and support in carrying out market research,
the preparation of tender documents (including service description, application conditions, price sheet,
evaluation matrix, EVB-IT contract), answering bidder questions/complaints, supporting
Negotiations and evaluation of offers as well as technical advice as part of
examination procedure.
