The city of Münster — citeq is setting up a dynamic procurement system for the digitization of paper files. The dynamic procurement system will initially run until 30.12.2015.

During this period, the digitization of approximately 170,000 paper files for various offices and institutions in the city of Münster is planned.

A competition takes place within the admitted candidates for each individual order. The specific specification of work is made known with each individual order. An EVB-IT service contract including an “order processing according to Article 28 GDPR” system is concluded for each individual order. The quotes are evaluated according to the simplified performance/price method according to uFab. The award is made among all offers, to the most economical (cheapest price) offer.

Applicants must fulfil the required certificates of suitability (see form 315 EU).
