The procedure corresponds to an open call for tenders organized in accordance with the provisions of Articles L. 2124-1 and L. 2124-2 and R. 2161-1 to R. 2161-5 of the Public Order Code. It will give rise to the award of a contract treated at unit prices in the form of a framework agreement with order forms, called multi-awardees and is subject to the provisions of Articles L. 2125-1 paragraph 1 and R 2162-1 to R. 2162-14 of the public order code.

This is concluded without a minimum amount and without a maximum amount over the duration of the contract. Said framework agreement is concluded with three economic operators subject to a sufficient number of admissible applications. The terms of allocation of purchase orders between the various economic operators are defined in the CCAP.
