This framework agreement is a service contract which covers: the carrying out of awareness and communication campaigns (360
- "city 30";
- walking;
- the bike;
- multimodality;
- Road safety.
Modal shift. It involves carrying out awareness-raising and communication campaigns, awareness-raising actions, experimentation in order to guarantee the good accessibility of the city to all users and to improve the quality of life by reducing usage, possession and space occupied by the individual car. The changes in use developed by Good Move require awareness and communication campaigns for the general public or specific target audiences. Priority will be given to Brussels users of motorized vehicles as well as those entering the Region, with multimodality as the common reference. These campaigns and actions are available with specific tools and events.
Within the framework of the nearby and peaceful city, the priorities are to promote: walking for short distances; cycling for short (less than five km) and medium distances (less than twenty-five km), the city 30 helps to calm traffic and provide adequate traffic conditions to promote all active modes ( walking, cycling, scooters, ...). In the context of improving multimodality, the priority is to promote the dispossession of the car and to encourage shared and combined mobility: bicycles and carsharing, public transport, new modes of travel, but also teleworking, satellite offices , rationalization of travel chains, delivery to drop-off points, etc.
Road safety. This involves carrying out awareness and communication campaigns, awareness-raising, experimentation and education campaigns on road safety, which will be part of the strategy established in the 2021 road safety action plan. -2030 and control-sanction actions planned by the federal police and local police areas.

Vehicles and goods transport - complementary missions. It is a question of carrying out punctually small-scale communication actions relating to the matter of vehicles and transport of goods and which relate for example to road transport (blind spot, stowage compliance, ...), to training in driving, technical control ... The themes are: "city 30". The ambitions of the generalization of 30 km / h in the Brussels conurbation are to:
- reduce the number and severity of traffic accidents for all users;
- offer favorable conditions for the development of walking and cycling, in peaceful traffic;
- materialize the local character of the vast majority of Brussels roads;
- reduce environmental pollution, in particular traffic noise, and increase the quality of stay in the city.
The objectives are to develop a positive and dynamic image of the city 30 in Brussels and create membership, encourage users to move other than by car because in city 30 the STOP principle is respected, promote respect for city 30 of the general public and of various target audiences (business customers, children, businesses, ...) via promotional actions and events, all of the Brussels population and all visitors to the Region must understand that city 30 is application (the diversity of the population and the languages used are taken into account).
Walking. There is a need to strengthen the role of walking as the basis of the mobility system. Travel on foot is often not recognized as such. The objective is to make Brussels residents realize that walking is indeed a mode of travel. Too often walking is seen as a way to move around in free time, to stroll. However, walking is automatically part of the chain of travel and can however represent a complete trip, for example, to go to the baker, drop the children off at school or go to work. In addition, a two km walk contributes to better health. The general objective is to stimulate movement on foot by making it visible.
The bike. As part of the “GoodMove” regional plan, the bicycle is highlighted as a lever to achieve the objective of reducing travel in the city with the private car. The objective is to continue to promote the efficiency of the bicycle as a real mode of urban travel, as a real way of life and part of the identity of the city. The efficient and beneficial aspect of cycling for everyone is highlighted. The objective is to:
- show the positive and dynamic image of cycling in Brussels and encourage new cyclists to get into the saddle;
- promote cycling trips to the general public and various target audiences (business customers, children businesses, etc.) through awareness-raising actions and concrete experiments as well as through promotional events;
- encourage current cyclists through various events and actions with the aim of creating and / or expanding a community of bicycle ambassadors.
Multimodality. The user-centric service approach (Mobility as a Service - MaaS) makes it possible to meet the challenge of doing without a private car. The disconnection between owning the car and being able to use it when necessary meets two challenges: on the one hand, it is a question of favoring other mobility practices, by reducing the default use that Often implies the possession, and on the other hand, to move towards a reduction in the car fleet, so as to reduce the share of public space occupied by parking. The objective is to:
- develop a positive and dynamic image of the city in which one moves without a personal car and create membership;
- encourage users to move other than by car (in connection with city 30 where the STOP principle is respected);
- encourage non-possession of the car;
- Make visible the range of travel modes and services available to Brussels residents.
Road safety. The priority is to publicize and promote the safest and anticipatory behaviors on the following themes: addictions, proscribe travel under the influence (alcohol, drugs, medication ...), speed (respect speed limits and adapt your speed depending on the environment, anticipate risks, e.g. pedestrians crossing, children, etc.), protection of vulnerable users and distraction (e.g. moving around and responding to messages, etc.). The objective is to:
- develop a positive and dynamic general image of road safety in Brussels;
- Involve citizens through different events and actions and promote understanding by different users of the needs of other road users in order to ensure harmonious sharing of the road between all;
- promote a culture of road safety and respectful behavior in terms of road safety among the general public and various target audiences through awareness-raising actions;
- increase citizens' interest in road safety issues;
- improve road safety in the Brussels Capital region, by distributing clear, precise and unequivocal information on good behavior and road safety and traffic rules.
