After the entry of several hundred Federal Border Guard officials in March 1959, the Gifhorn site lived through an eventful history: closed in 1999, reactivated in 2005. In April 2007, the decision was made for a final dissolution.

In 2012, the BMI user department decided to maintain the service location with the base of the Federal Police Aviation Squadron in Gifhorn in the long term.

As a result, the first modernization measures, such as renewal of the hall apron, refueling system, guard building, were initiated. At the same time, property areas that were not needed by the Federal Police were returned to the owner (Bundesanstalt für Immobilien-aufgaben - BImA) and sold by her.

With a letter from the Federal Institute for Real Estate Tasks, the supervisory decision document construction (ES-Bau) for the construction project:

"New accommodation of the Federal Police Air Squadron Fuhlendorf (BPOL FLS FUD) at the base Gifhorn"

Submitted to the BMI for construction approval and setting of a cost ceiling. The service property is part of the Unified Property Management (ELM) and thus owned by the Federal Institute for Real Estate Tasks (BImA).

The object of the construction project is the new construction of the service building, a hangar for police helicopters with a new tower, a vehicle hall and the refurbishment of the existing helicopter hall for special situations including extension of the hall apron.

This is intended to create the conditions for the additional tasks of the Federal Police Fuhlendorf at the Gifhorn base, which go hand in hand with additional space requirements and personnel growth.

The conversion of the property is carried out in the unrestricted service and flight operations of the Federal Police (BPOL).

The total construction costs of KG 200-600 according to DIN 276 in the measure amount to EUR 40,383,451.50 gross. The costs for the respective asset groups that can be credited for the ta-Elt service profile are

- Cost group 440 = EUR 2,438,545 gross

- Cost group 450 = EUR 574,535 gross

- Cost group 470 = EUR 655,000 gross

The cost groups 440 include pro rata costs from cost groups 540, insofar as these are not attributable to civil engineering structures.

The services to be commissioned "TA-Elt" of this procedure are described in more detail below. The bidders are requested to address any queries about this via the procurement platform to the client, by 22.09.2022 at the latest. Questions received after 22.09.2022 will no longer be answered.

The existing infrastructure on the property such as RW and SW sewer, drinking water pipe, heat supply network, entire electrical supply, etc. are to be regarded as obsolete due to age. Due to the planned demolition measures of buildings and the associated traffic areas, almost all parts of these supply networks are no longer necessary. In addition, due to the separation of the property, the individual systems can no longer be used. Buildings 8-10 must be able to be operated continuously during the construction project, for this purpose a supply of the technical media is necessary and, if necessary, a supply of the technical media is necessary. a supply concept for the construction period must be drawn up.

Technical equipment:

- Creation of a property-related energy supply concept for the new buildings to be built for both the heat and electrical supply according to the GEG. In the ES-Bau reference is still made to the EEWärmeG. In this context, the solution for heat supply developed in ES-Bau must be evaluated for a legally compliant implementation option.

- The technical equipment of the four buildings to be constructed must be planned according to use on the basis of the ES construction, the approved space program and in accordance with the applicable standards. The security aspects of the Federal Police as a security authority must be taken into account in the security of supply and burglary protection.

- In cooperation with the project controller, a technical monitoring must be set up and a coordinated commissioning of the property must be provided.

- The hangars for the maintenance of the aircraft will have to be equipped with retractable PIT supply systems, which will have to be taken into account in the TA-Elt contract under cost group 470.
