1.1) CCHA intends to divide the framework into three lots. Lot 1 is for a strategic and Project Employer's Agent to support the implementation of the development programme. Lot 2 and 3 are split by geographic region as denoted in the table below and this is for a Project Employer's Agent to be employed on a project by project basis to fulfil the relevant Employer's Agent's Client Representative role under the building contract/development agreement.
1.2) It is the aim of CCHA to use the framework to facilitate the development of a seamless integrated delivery process for developments and projects incorporating traditional client roles. The selected supplier will need to work with CCHA's standard development procedure and standard house types and specification.
1.3) CCHA have a development programme, comprising of new build and regeneration schemes across the North of England with an estimated value of fifty-two million (GBP 52 000 000) over the next 4 years. The estimated value of the services to be awarded under the framework is up to one million (GBP 1 m) over the potential 4-year term.
1.4) The development works envisaged are predominantly new build and regeneration schemes totalling circa 400 units with a further 100 units from the Section 106 planning gain route; which will require the successful supplier to take the role of Strategic and Project Employer's Agent.
1.5) Work under the framework may also include the development of related community facilities, commercial facilities on individual projects and associated infrastructure works incorporating energy efficient measures. The supplier will be expected to work closely with CCHA and its partners and be prepared to commit to long term partnering relationships and operating within the governance regimes of such organisations.
1.6) The selected supplier will need to be experienced in a variety of new build, refurbishment and regeneration projects and acting as an Employer's Agent/client representative on partnered methods of procurement in relation to affordable housing schemes, developing homes for rent and/or sale (including a range of intermediate tenures) and working collaboratively with partner, developers, local residents and tenants.
Lot 1 for a Strategic and Project Employer's Agent to oversee the implementation of the development program. Provide Employers Agent services in instances of performance failure and or full/partial services to section 106/turnkey developments as appointed.
Lot 2 for a Project Employer's Agent to be employed on a project by project basis to fulfil the relevant role of Employer's Agent/client representative under the building contract/development agreement predominately in Cumbria in the North West of England.
Lot 3 for a Project Employer's Agent to be employed on a project by project basis to fulfil the relevant role of Employer's Agent/client representative under the building contract/development agreement in the North East England
