Strengthening the knowledge base on children's well-being in nursery schools is one of the measures that the National Nursery School Strategy is emphasising toward 2023 in order to achieve the goal that all children should have a safe and good kindergarten environment. Based on this, the Norwegian Directorate for Education and Training is putting this assignment out to tender.
Most parents report that they are satisfied with the offer their children receive, and they feel that their children thrive in nursery school. At the same time, an evaluation of the framework plan[2] shows that there are major differences in quality within and between nursery schools. Not all children get the help, support and care they need to thrive, play, develop and learn. The extent to which kindergartens work systematically to include all children in play and in the community varies.
