The subject of the contract is the collection and management of municipal waste from the area located within the administrative borders of the Lipno Municipality in the period from January 1, 2024 to December 31, 2025.

A detailed description of the subject of the contract is Annex 1 to SWZ.

The Contractor shall be required on the date of signing the contract to submit contracts or contracts with installations for the acceptance of mixed municipal waste, green waste and selectively collected municipal waste.

As of 31.08.2023, 9663 inhabitants were declared. 9663 inhabitants collect waste in a selective way, including 916 inhabitants composting biowaste in household composting bins. On the other hand, 364 residents live in multi-apartment buildings.

I. Scope of the contract.

The subject of the contract is the collection and management of municipal waste from the area located within the administrative borders of the Lipno Commune.

1. The Contractor's obligations shall include:

a) collection, transport and management in municipal installations of waste from owners of real estate residing in the Lipno Commune, where municipal waste is generated with the frequency specified in the Regulations for maintaining cleanliness and order in the Lipno Commune;

b) the service also includes the Contractor's provision of access to hard-to-reach points (in particular in winter) by organizing means of transport that enable the collection of waste from address points with a difficult location;

(c) supplying landlords with bags for the separate collection of waste for the duration of the contract;

d) supply of specialized containers for the collection of the appropriate fraction of selective waste in the area of multi-unit development;

e) preparation, printing and distribution of schedules and information brochures for each property residing in the Lipno Commune (after agreeing the content with the Ordering Party);

f) collection, transport and management of waste collected at PSZOK;

g) conducting various forms of educational activities in the field of municipal waste management, in particular, in the field of selective collection of municipal waste and providing technical support during ecological events taking place in the Lipno Commune. The Contractor will carry out actions promoting selective waste collection in educational institutions located in the Lipno Commune (6 educational institutions), while the form of carrying out the action depends on the Contractor. The contracting authority requires a minimum of one action during the term of the contract in each of the branches. Duration of one meeting min. 45 minutes. Issues to be raised during the promotion action: promoting the reuse of secondary raw materials, making children and young people aware of the problem of wild landfills, selective collection of municipal waste in households, prohibition of burning waste in home furnaces. The report on the action carried out, confirmed by the head of the institution in which the action was carried out, should be delivered to the Ordering Party; The report should present the number of people attending the meeting, the list of classes/groups, the duration of the meeting and the format of the meeting.

2. Delivery period:

From 1 January 2024 to 31 December 2025.

II. Characteristics of the Lipno Commune.

Lipno rural gmina is located in the central-eastern part of the Kuyavian-Pomeranian Voivodeship and in the centre of the Lipno County. The number of inhabitants registered in the Lipno municipality as at 31 December 2022 is 11556. It covers an area of 211 km2 and is the largest rural commune in the county in terms of area. The following gminas are bordered by the gminas of Chrostkowo and Kikół (Lipno County) to the north, Skępe and Wielgie (Lipno County) to the east, Bobrowniki (Lipno County) and Czernikowo (Toruń County) to the west, Fabianki (Włocławek County) to the south. As of 31.08.2023 it is 2974 pcs. including multi-unit properties and 250 properties on which the ownership of a composter has been declared.
