The Parliamentary Ombudsman, henceforth referred to as the Awarding Authority, wishes to enter into a contract for uniformed guard service where a uniformed guard shall be present at the Awarding Authority’s reception every work day in the time period from 08:00 to 16:00.

The Awarding Authority investigates complaints from citizens concerning any maladministration or injustice on the part of a public agency. The Awarding Authority has approx. 50 employees. At the office premises, the Awarding Authority has relatively limited contact with the general public, as the complaint management is conducted in writing.

Any visits shall basically be agreed upon in advance. Due to emergency preparedness, the Awarding Authority wishes to have a uniformed guard from a security firm present. The uniformed guard is expected to be located near the receptionist and switchboard operator at the 6th level. Possibly in a separate office facing the reception.

The Awarding Authority is located on the 5th and 9th levels of Akersgata 8, Oslo. The premises have not any guards on the ground floor’s main entrance to the office building and for the time being this has not yet been arranged. During the agreement period it may be relevant to establish a reception for the general public near the ground floor’s main entrance and if so, the guard will be located there.

It is the tenderer’s decision whether or not to offer guard or a prearranged team which shall alternate in conducting the guard service. The proposed uniformed guard(s) shall have the personal qualities necessary for conducting the guard service.

Moreover, the relevant personnel shall have necessary approvals, certificates, etc necessary for conducting the guard service. The Awarding Authority reserves the right to require guards replaced if these are not considered suitable for conducting the guard service.

For the time being, reception or other office support duties are not included in the guard’s tasks. However, this may be included at a later date.
