The operation and maintenance of Statens Lønsning is today divided into several contracts with different suppliers. The contract offers a consolidation into one contract that includes:
01 Operation: Operation of the Norwegian Public Employment Service, which primarily comprises: SLS (which today is divided into 3 boards), SLS web service, SLS Guide, Administration module, HR salary, User management salary (BSL), Payroll archive and Mini UVH (an integration between The defense system DeMars and SLS).
02 Support: Support of the State Wage Solution.
03 Maintenance: Maintenance of the State Wage Solution.
04 Advice: Advice in connection with. maintenance and development of Statens Lønsning.
05 Legacy Reduction: A development task that, with a focus on extending the life of the Norwegian Public Employment Service, reduces the legacy through transformation and modernization, changes the Danish Government's salary solution or has to play together with the Norwegian Public Employment Service with a perspective on the Norwegian Public Employment Solution 2025. In this connection, there may also be a focus on the possibility. to transition to a platform other than the mainframe.
The Modernization Board's payroll service is particularly targeted at state institutions, certain other public institutions, and self-governing institutions, etc. The customer group includes - but is not limited to - institutions with employees who are covered by the state's negotiation competence.
The customer group is currently defined in, for example, the Act on the State Accounting etc., the Executive Order on the State Accounting etc., circular on the Danish Modernization Board and, for example, sector-specific legislation such as the Act on Institutions for Preparatory Basic Education.
The customer group, the number of employing institutions and the number of payroll records can thus change over time, eg as a result of, for example:
- legislation such as the Act on Institutions for Preparatory Basic Education,
- general changes and resort changes in the state, etc.,
- major structural changes that change the delimitation of the state's tasks, employee groups covered by the state negotiation competence, etc.,
- a development in which, for example, existing customer groups to an even greater extent than today opt for the Danish Government's salary solution, and
- other administrative or political decisions that have been decided upon, in which, in an overall administrative solution, it would be expedient to allow an institution or groups of institutions to opt for the Danish Government's salary solution, for instance because the institutions' wage and collective structures can be incorporated immediately into the Danish State's salary solution.
The contract offered includes provisions that take into account such changes in the customer group that can use the Danish State Employees' Pay Solution, the number of institutions used, the number of payroll records, etc., but the contract is not of importance for the access to carry out such changes.
