The Fives Cail project covers a perimeter of 25 ha in the municipalities of Lille and Hellemmes.

The European Metropolis of Lille entrusted Soreli with a development concession for the regeneration of this industrial wasteland.

The mixed program of the project is based on sewing work with the neighborhoods and the promotion of the industrial heritage, including the old monumental halls to be converted.

The 1 re phase of the project, in progress, will be completed by the end of 2020. In order to prepare the 2 of phase, it was decided to start Master Plan studies on the basis of the master plan of the project.

This consultation concerns the urban planning mission of the Fives Cail project, which will establish this Master Plan and accompany the completion of phase 1 and the implementation of phase 2.

This mission will be realized via a framework agreement which includes services of:

- urban design,

- urban, architectural and landscape coordination of construction operations.

Framework agreement without minimum or maximum. Subsequent contracts to be concluded will include:

- urban design missions:

- master plan of phase 2 on 15 ha and update of the master plan on 25 ha

- if necessary, update of the guiding documents

- support missions to the implementation of the lots:

- phase 1: completion of batch support, for 500 housing units and 34,000 square meters SP,

- phase 2: batch sheets and batch support for 85 000 to 100 000 m 2 SP - 600 to 700 dwellings, 40,000 to 50,000 m 2 SP activities and facilities including pool and school group,

- assistance missions:

- graphic design,

- vacations for interfaces with public spaces / interfaces other studies / communication and consultation
