The London Borough of Hackney is looking to partner with a provider who can deliver housing related support utilising the Housing First model. Housing First is a method of supporting entrenched rough sleepers with complex needs who have not achieved recovery in traditional hostel provision. Housing First offers independent accommodation first, allowing clients to engage with support when they choose. The term “Housing First” comes from this aspect of the model, which Hackney Borough Council intend to adopt.

The London Borough of Hackney (the Council) is inviting tenders from suitably experienced and qualified providers for the Provision of Housing First services in accordance with the service specification within this Invitation to Tender (ITT).

1 contract will be awarded to the successful bidder and it is anticipated that the contract will be fully operational by early September 2019 (this could be subject to change) and will continue for a period of 3 years, under a 1 + 1 + 1 arrangement from that date unless terminated in accordance with the terms and conditions of the contract.
