The City of Helsinki Social and Health Services (the "Procurement Unit") hereby invites applications for participation in the purchase and service of voucher service ("AHP"). The target of the acquisition is an information system for service voucher service and management services, which serves a wide range of service voucher customers (residents) as well as service providers and service providers in the social and health care sector (sote). The system is purchased as a full-service SaaS (Software as a Service) type of service.
Acquisition complies with the law on public procurement and concessions (29.12.2016 / 1397). The procurement procedure is a competitive negotiated procedure in accordance with section 36 of the Procurement Act, in which the contracting entity publishes a contract notice that any interested supplier may request to participate. The contracting entity shall consult the candidates admitted to the procedure in order to identify and determine the means best suited to satisfying its needs. As a result of the procurement procedure, the Contracting Entity will select one (1) supplier with whom it will award the contract. The purpose of purchasing an administration and administration service is to create a user-friendly service that allows customers to use service vouchers as easily and comprehensively as possible. The AHP system should also support the handling and management of non-sote service vouchers (eg early childhood education). The acquisition includes an option to manage purchasing services and manage and manage your personal budget. Purchasing services have a key role to play, and their system functions must be equivalent to a service voucher in terms of both functionality and development. The service enables service voucher customers to, among other things, compare voucher producers, make a selection of a service provider, reserve time for the service provider and rate the service they receive. The transaction and administration service helps the service voucher customer get the service throughout the process. In addition to customers, service vouchers are used by service providers when applying for vouchers and employees of the voucher organization in connection with the management of vouchers and vouchers. For purchasing services, the transaction and management service is used by producers and the subscriber. The procurement is carried out in the form of another joint procurement pursuant to section 21 of the Procurement Act, in which the contracting entities agree to carry out the individual procurement jointly.
