As part of the toll money reform, the Regulations on issuer services for toll money and ferry tickets (the issuer regulations) were approved on 4 December 2018 No 1917. The regulations came into force on 1 January 2019.

However, it is not sufficient that the issuing function is separated into a separate legal entity. The toll money companies cannot own the issuer services. The issuer services can neither be part of the same group as the toll money company.

The assignment will assist the sale of the issuer services.
