The purpose of offering and concluding the Contract is to ensure that the Danish Property Agency lives up to its obligations under Executive Order no. 549 of 15 May 2023.
According to the Contract, approximately 174 energy labels must therefore be prepared in 2024, approximately 311 energy labels in 2025, approximately 392 energy labels in 2026 and approximately 217 energy labels in 2027. The contract also includes an option to draw up energy labels for as yet unidentified buildings.
The Danish Property Agency has chosen to divide the Contract into three sub-agreements based on geographical areas. Sub-agreement 1) North and West Jutland, Sub-agreement 2) Central and South Jutland and Sub-agreement 3) Zealand including Bornholm.
The Danish Property Agency wishes to enter into an agreement with a primary and a secondary adviser. As a starting point, the primary consultant must prepare all energy labels.

North and West JutlandThe Danish Property Agency has estimated the value of this sub-agreement to be DKK 7.6 million. As a fixed service, energy labels must be prepared at establishments in 2024, 2026 and 2027, as the Danish Property Agency, as an option, also has the option to purchase the preparation of energy labels for as yet unidentified buildings in the period 2024 to and including 2027. Please also refer to Contract Appendix 7 - Map of geographical division of lots and Tender Appendix 4 - Tender List for a more detailed indication of the area covered by the lot.
The contract also requires the preparation of an inventory of energy savings contained in the energy labels. The purpose of this is to make the possible and profitable energy savings visible to the Danish Property Agency.
The Danish Property Agency wishes to enter into a contract with a primary consultant - who as a general rule must perform all tasks under the Contract, as well as with a secondary adviser who will perform tasks if the Danish Property Agency makes use of the opportunity to make cover purchases or terminates the contract with the primary adviser. In this connection, reference is made to "Contract for the primary adviser on energy labelling of the Ministry of Defence's buildings" and its appendices and "Contract for the secondary adviser on energy labelling of the Ministry of Defence's buildings" and related sub-appendices for a more detailed description of the primary and secondary consultant's services.
The tender list consists partly of a column that includes "Contract for the primary consultant on energy labelling of the Ministry of Defence's buildings" (the light green column in the tender list) and partly a column that includes "The contract for the secondary consultant on energy labelling of the Ministry of Defence's buildings" (the label green column in the tender list).
The tenderer must execute the column in the tender list for "The contract for the primary consultant on energy labelling of the Ministry of Defence's buildings" (that is, the light green column in the tender list).
On the other hand, it is optional for the tenderer to fill in the column in the tender list for "The contract for the secondary consultant on energy labelling of the Ministry of Defence's buildings" (i.e. the dark green column in the tender list). If the tenderer does not fill in the column in the tender list for "The contract for the secondary consultant on energy labelling of the Ministry of Defence's buildings", the tenderer's tender will only be evaluated in relation to whether the tenderer should be awarded the "Contract for the primary consultant on energy labelling of the Ministry of Defence's buildings".
