The subject of the contract is the provision of public services in public collective transport in rail passenger transport in the Silesian Voivodeship by a selected Operator in the period from 10 December 2023 to 14 December 2030.

1.The subject of the contract is the provision of public services in public collective transport in rail passenger transport in the area of the Silesian Voivodeship by a selected Operator in the period from 10 December 2023 to 14 December 2030. 2.The performance of public collective transport in passenger rail transport will take place on sections of railway lines and communication lines listed in point 2 of Chapter III SWZ 3.Planned maximum operational work in rail passenger transport, during the term of the contract will amount to a total of 4 584 233.060 train-kilometres (pockm).4.Details of the timetable 2023/2024 can be found in Annex 1 to the Draft provisions of the agreement (hereinafter: PPU). 5.The amount of total operational work during the period covered by the contract given above is the maximum used to determine the total value of the rate per train-kilometre, to compare offers and to select the most advantageous tender.6.Requirements for the provision of the service in question:6.1 Vehicles used for the service must have a permit/certificate or other valid document allowing the type of railway vehicle referred to in the Act of 28 March to be put into service 2003 on rail transport (i.e.: Journal of Laws of 2023, item 602);6.2 vehicles used to provide the service must be manufactured after 2015; 6.3 rolling stock marked in accordance with the Regulation of the Minister of Transport, Construction and Maritime Economy of 3 January 2013 on the method of keeping the register and the method of marking railway vehicles (i.e.: Journal of Laws of 2019, item 918); 6.4Operating speed of vehicles used to perform the service – min. 120 km/h; acceleration value (in the range of 0 – 50 km / h) - ≥ 1,1; 6.5 at least 150 seats on the train; train compositions (single/double) should be adapted to passenger flows; 6.6 vehicles shall be equipped with an electronic passenger information system (internal and external boards), a voice announcement system and internal monitoring; 6.7 The part of the warehouse made available to travellers shall be equipped with min. in: 6.7.1 ventilation, air conditioning and heating ensuring thermal comfort inside the warehouse in accordance with PN-EN 14750, 6.7.2 toilet in a closed system, 6.7.3 facilities for disabled people in accordance with UIC 565-3, TSI PRM, 6.7.4 at least 4 places for transporting bicycles, 6.7.5 and elements listed in Annex 2 to PPU; 6.8 Vehicles must be equipped with passenger counting systems enabling direct monitoring of the current occupancy of trains and generating reports on passengers carried on individual trains; 6.9 The Contractor is obliged to provide access to technical facilities in which technical inspections of railway vehicles used to provide the service will be carried out; 6.10 The Contractor is obliged to maintain an appropriate reserve of rolling stock enabling the implementation of the ordered transport services in an uninterrupted manner during the necessary inspections and repairs of the railway vehicles used; 6.11 The Contractor should cooperate with other railway carriers carrying out transport services on behalf of the Silesian Voivodeship, in particular in the field of mutual honoring of tickets; 6.12 Detailed conditions for the implementation of the subject of the contract are specified in the PPU together with attachments. 7.The draft provisions of the agreement on the above public procurement, which will be introduced into the content of the contract, are included in Annex 3 to the SWZ. 8.The part of the composition made available to travellers should be equipped min. in facilities for the disabled in accordance with UIC 565-3, TSI PRM. 9.
