The district committee of the Marburg-Biedenkopf district intends to conclude a framework agreement for a company bicycle leasing. The basis is the collective agreement on deferred compensation for the purpose of leasing bicycles in the municipal public sector ("TV bicycle leasing") of 25 October 2020.
The district committee of the district of Marburg-Biedenkopf (hereinafter: "the client") intends to conclude a framework agreement for a company bicycle leasing. The basis is the collective agreement on deferred compensation for the purpose of leasing bicycles in the municipal public sector ("TV bicycle leasing") of 25 October 2020.
The client wants to support the positive effects of health-promoting cycling, enable a stress- and congestion-free commute to work and make an active contribution to climate protection. To this end, the client intends to offer the approximately 1,500 employees of the district administration and the district's own company (in-house youth and cultural promotion) the opportunity in the future to convert monthly remuneration components for the purpose of leasing bicycles suitable for road traffic in accordance with § 63a of the Road Traffic Licensing Regulations (StVZO) as well as additional insurance services and rentable bicycle accessories. All employees of the aforementioned institutions who fall within the scope of the collective agreement / works agreement should be given the opportunity to lease one new bicycle per employee with a total price between EUR 500.00 and a maximum of EUR 7,000.00 including VAT.
As part of the company bike leasing, the contractor takes over the administrative processing of the leasing and the provision of insurance and, on request, service and maintenance packages in digital processing for the entire term of the contract.
The framework agreement to be concluded on company bicycle leasing sets out the framework conditions for all future individual leasing contracts. In the event of call-off, the client concludes an individual leasing contract with the contractor for each bicycle ordered by an employee. At the same time, the client concludes a leasing contract with the respective employee for these bicycles, in which his rights and obligations with regard to the bicycle and the leasing are regulated.
The offer of business bike leasing to employees is made for the first time. Therefore, there are currently no reliable figures and empirical values regarding the acceptance of the offer. However, taking into account the experience of other, comparable administrations and companies, the following assumption (estimate) is made: Order volume p.a.: 75 to 150 contracts
The values mentioned are not necessarily proportionate to the services actually to be provided. There is no entitlement to corresponding calls any more than there is a limitation to them. The maximum amount of leased bicycles is 500.
