This procurement is the provision of an audit contractor to perform technical site audits as part of the Domestic Renewable Heat Incentive scheme programme on behalf of Ofgem.
Through the Delivery and Schemes division, Ofgem supports the delivery of government consumer and environmental and sustainability programmes. This division is the expert in operational design and delivery excellence. Ofgem is responsible for the efficient administration of the Department for Energy Security and Net Zero's environmental and sustainability Schemes and consumer and social programmes.
The Schemes Ofgem administer range from renewables incentives to energy efficiency and social programmes. Ofgem work with energy companies, consumer groups and other stakeholders including elected members to ensure that policy targets are met in the most economical and consumer conscious ways possible.
As part of Ofgem’s assurance work, the team undertake technical audit programmes to detect and deter non-compliance and fraud and ensure effective controls are in place in the administration of the Schemes. Ofgem’s audit programme represents an important second line of defence in ensuring the Schemes are administered in line with legislation and the agreed risk appetite.
The below sets out the Ofgem’s Requirements for Services to be provided for technical audits of generators and installations for the following Schemes:
- Domestic Renewable Heat Incentive (DRHI)
On the Domestic scheme technical auditing of installations of the following technologies will be required (all installations are MCS certified and are <45kw in capacity, supplying heat to a single domestic property):
