The Arctic Circle Residuum Oy requests an offer for the utilization of bio-waste as energy (hereinafter service) according to the tender documents. The tender documents are complementary.
The service to be procured is the utilization of bio-waste received by the Arctic Circle Residuum Oy.
Pursuant to Articles 32 and 33 of the Waste Act, waste for recovery is the municipal responsibility for sorted biowaste and for the separation of geotubes from fat separation wells. The amount of bio-waste in 2018 was about 2,400 tonnes per year.
The object of the acquisition is the utilization of site-sorted bio-waste supplied by the Arctic Circle Residuum Oy.
The customer delivers the waste for recovery to the service provider in accordance with the municipal waste management regulations, sorted by site. In spite of the separate collection obligations, there are always, among others, bio-waste. biobags and commercial plastic and cardboard packaging. The biowaste is loaded for transport in containers provided by the customer. In winter, the material transported may be frozen and may contain snow. This includes approximately 600 tonnes of kitchen biowaste, approximately 700 tonnes of industrial animal waste and 1 100 tonnes of biowaste from businesses, restaurants and trade from other operators. In addition, the delivery includes on-pallet grease sludge-dewatering waste delivered to the Residuum from the grease separation wells (delivery on the geotube).
The customer is responsible for delivering the waste to the place of reception specified by the service provider in his tender. The service provider is responsible for taking all necessary measures at the point of reception, starting with the reception of waste, including the unloading of frozen loads, any necessary pre-treatment operations, the recovery of waste and the treatment of waste resulting from pre-treatment or recovery with any permit.
The service provider must utilize bio-waste as energy / fuel and, where possible, material.
