The subject of the order is the service of winter maintenance of road lanes in the Zgierz poviat, consisting of snow removal and removal of winter slipperiness from roadways and pavements. The service should include sand cleaning services from poviat roads, i.e. one-time cleaning of sand from the whole length and width after winter in particular cities and municipalities, i.e.: cleaning road surfaces limited by curbs, bay surfaces, parking lots, collecting sand from sewage troughs and other drainage facilities, collected from road lanes and taken to the landfill. The subject of the order was divided into three lots. The contracting authority informs that in connection with the concluded agreement between the Zgierz poviat and the commune of the city of Zgierz, the subject of the contract does not include winter road maintenance in the city of Zgierz, while these roads have been included in the winter road maintenance plan.

3. The Purchaser reserves the right to move equipment to other sections of poviat roads in the Zgierski poviat. The scope of services and the detailed location of work will be each time determined by:

a) during the eldership's working hours: on duty coordinator from the Roads Department;

b) after office hours of the Starosty: coordinator appointed by the Zgierz Poviat Management Board.

The person coordinating the winter action on behalf of the Poviat Road Manager will be forwarded to the Contractor each time the duty is determined for a given day. The Contractor undertakes to proceed to combat slipperiness, after notification by the Employer, during the reaction declared in the submitted bid, removal of slipperiness will take place immediately, not later than within 2 hours of receipt of the notification. The call can be made each time by phone depending on the situation on the road and the needs of the coordinating winter action. The Purchaser reserves the right to take samples of the mixture to test the salt content of the mixture. In the event of a smaller amount of more than 5% than the amount required each time, a fine of PLN 1,000.00 will be imposed (in words: one thousand zlotys). Work performed without the dispatcher's instruction will not be paid by the Employer. The Purchaser does not bear the costs associated with traveling from the base to the area covered by winter maintenance. As part of the contract price, the Contractor shall ensure that the equipment is loaded with the mixture. Services include all calendar days and all hours throughout the day. This work is not permanent, carriers and equipment are called to work as needed.

The Contractor assumes full responsibility for the proper performance of services, ensuring safety conditions, conducting maintenance in accordance with standards, quality of materials and for appropriate organizational and technical methods. The contractor should provide competent management, staff, materials, equipment and other devices as well as all items to perform services to the extent specified in the subject of the order. Equipment for snow removal and winter slippery control will be equipped at the Contractor's expense with yellow flashing lights, in accordance with art. 45 of the Act of 7.3.2007 amending the act on road traffic. Equipment failure does not release the Contractor from the obligation to perform the subject of the contract, i.e. he is obliged to provide replacement equipment.

The deadline for the implementation of winter road maintenance for task No. 1 is from the day of signing the contract not earlier than from 15/10/2019 to 15/04/2020, one-time cleaning until 30/04/2020.
