This procedure is part of the contract "Extension of Chwarznieńska Street in Gdynia - Witomiński section", awarded in parts. The proceedings for the first part - stage I, the extension of Hodowlana Street, were initiated in 2019 and ended with the conclusion of a public procurement contract. In the context of the present procedure, the Contracting Authority intends to award the contract the second part of this task. The total value of the construction works covered by this project is higher than the EU threshold referred to in Article 3(2)(1)(a) of the PPL Act. Therefore, for this proceeding, the Contracting Authority has applied the unlimited tender procedure.

Pursuant to Article 257(1) of the PPL, the contracting authority provides for the possibility of cancelling the procedure in question if the funds which the contracting authority intended to allocate to finance all or part of the contract have not been granted to it.

I. The material scope of the subject of the contract includes:

1) execution of construction works in accordance with the design documentation provided by the Ordering Party, instructions for the execution of construction works and taking into account the instructions of the SWZ,

2) obtaining an occupancy permit or submitting a notification of the completion of construction works to the competent construction supervision authority and submitting to the Ordering Party the obtained permit or document confirming the effectiveness of the notification; The Contractor shall determine on its own what parts of the subject of the contract and within what period they require obtaining such a permit or submitting a notification. The Contracting Authority shall grant the Contractor appropriate powers of attorney in this respect;

3) performing author's supervision over the implementation of the contract in the entire material scope from the date of handing over the construction site to the date of final acceptance of works, both in terms of documentation provided by the Ordering Party as well as developed by the Contractor.

II. The subject of the contract for the execution of construction works includes:

1) Reconstruction of the road system

2) Construction of retaining walls

3) Dismantling of the existing and construction of new street lighting

4) Removal of collisions of power equipment

5) Reconstruction / construction of traffic lights

6) Reconstruction / construction of rainwater drainage

7) Reconstruction of the gas network

8) Reconstruction of the district heating network

9) Engineering structures for district heating

10) Reconstruction/construction of the sanitary sewerage and water supply network

11) Reconstruction of teletechnical sewage systems

12) Construction of sewage monitoring system and TRISTAR

13) Liquidation of existing armaments

14) Securing conflicting utilities

15) Demolition and construction of new elements of small architecture

(16) Green, including:

a) felling of trees and shrubs

b) transplanting of trees

(c) protection of existing trees

d) execution and restoration of lawns

e) lawn care within 1 year from the date of final acceptance

17) Temporary traffic organization for the duration of the works

18) Target traffic organization.

19) Installation of an information board (Polish Ład).

20) Promotional activities.

III. The contracting authority informs that pursuant to Article 139(1) of the PPL Act, it will first examine and evaluate the submitted tenders, and then select the contractor whose bid will be the highest rated, in terms of the lack of grounds for exclusion and meeting the conditions for participation in the procedure. The Contracting Authority, acting pursuant to Article 139(2) of the PPL Act, provides for the request for the declarations referred to in Chapter X of the SWZ only from the Contractor whose offer has been rated the highest.
