This special specification relates to a public service contract for the purpose of “the technical management and full guarantee of the main technical facilities in the buildings of the Iris Sud Hospitals, and the carrying out of various works related to energy performance”, which the contracting authority wishes to conclude with a tenderer single and for a period of ten years.
This contract includes a technical management component and a work component.
The technical management component has the following four aspects:
— preventive maintenance and management of the facilities entrusted (see point 5.4 of the general clauses);
— curative maintenance and full mini warranty (“mini-GT”) (see point 5.5 of the general clauses);
— Full Warranty: This component includes all major maintenance expenses and equipment replacement generally any. (see point 5.6 of the General Clauses);
— the energy performance contract, accompanied by a bonus-malus system, whose implementation will be gradual and will reach its full potential after the completion of the works (see annex energy monitoring).
This contract is subject to an obligation of result. It concerns the tenderer's commitment to ensure the continuity of services ensuring comfort, energy performance and functionality of buildings.
It therefore concerns the tenderer's commitment to ensure the proper functioning of all technical equipment in accordance with the needs of the buildings and for its intended purpose regardless of the cause or origin of a malfunction, malfunction or poor functioning. The full warranty includes the renewal of any equipment or equipment that is part of the technical equipment that would be worn normally or abnormally, broken or defective in such a way that the functioning of the technical equipment would be inadequate.
The work component of this contract also provides for the completion of a series of renewal work for a number of facilities, as described in 4.1.1 of the General Clauses and in the related technical clauses (detailed in the appendix), for the purpose of energy improvement of buildings during the first two years of the contract.
Essentially, it is:
— for the Joseph Bracops site: renovation of the F block boiler room, replacement of block E regulation, installation of an isolation valve in block C to limit evening and weekend heating to occupied areas of the building, switching to variable flow of main fixed flow pumps and circulators, installation of valves institutional;
— for the Etterbeek-Ixelles site: renovation of the Q block boiler room, replacement of the control of the reception block, replacement of a fridge machine of the block T, change to variable flow of pumps and circulators with main fixed flow rates;
— for the Molière Longchamp site: replacement of the regulations of block K (except op room) and block J, various insulation works of pipes and accessories, and installation of institutional valves, variable flow of pumps and circulators with fixed main flow rates.
The work component also provides for the possibility of entrusting to the successful tenderer various works, to be defined during the contract according to the requirements encountered by the contracting authority, for which the tenderer is required to complete a unit price grid.
