The contracting authority, Østfold County and Akershus County, would like to establish a dynamic procurement system for the procurement and operational leasing of vehicles that mainly run on electricity, biogas or hydrogen. Where there is a shortage of charging infrastructure, filling stations or the contracting authority's requirements are met, vehicles on fossil fuel will be required. The following vehicles are primarily included in the contract (the list is not exhaustive):

- Passenger cars

- Small goods vans

- Goods vans less than 3.5 tonnes

- Combination vehicles (8+1 seats)

- Minibuses
