The service provides for the carrying out of school transport, round trip, for students residing in the hamlets of Soci and Serravalle and neighboring areas and in some areas of the municipal territory of Bibbiena, attending primary, kindergarten and secondary school of 1st degree of Soci and Bibbiena. The service also includes school outings inside and outside the municipal territory quantifiable in about 600 km per year. The service will take place in accordance with the regional school calendar and the Comprehensive Institutes of Members and Bibbiena at the times set by the same. The service can also be extended to non-resident students who attend schools based in the Municipality of Bibbiena. The transport service in question is carried out using n. 2 school buses in the stretch of Soci, Serravalle and surrounding areas and n. 1 school bus within the municipal territory of Bibbiena, of which n. 1 given on loan by the Municipality and n. 2 provided by the contractor.

In implementation of Article 58 of Legislative Decree 50/2016, the procedure is entirely carried out through the "Telematic Purchasing System of the Tuscany Region (START) (hereinafter Platform) accessible at: https://start.toscana.it and in compliance with the provisions of Article 44 of the Code and the Decree of the Presidency of the Council of Ministers no. 148/2021. The service is carried out for n. 10 months of each calendar year and therefore for a total of 44 months during the entire period of validity of the contract. For the performance of the service, the company must provide n. 2 school buses of which 1 with a number of seats not less than 26 in addition to a driver and 1 companion and 1 with a number of seats not less than 41 in addition to a driver and 2 companions, complying with all the regulations on school transport. The drivers at the service of the company and service personnel in a number equal to 3 (three) must be in possession of the technical and professional requirements suitable for driving the vehicles, driving license conforming to the type of vehicle used and certificate of professional qualification (pat. D + CQC). The Municipality makes available for the performance of the service n. 1 school bus of its property, for n. 28 seats, as well as a driver and a companion. The vehicle given on loan for free use must be returned fully functional and in the state in which it is located, except for normal deterioration. The municipal bus must be used exclusively for the performance of the student transport service of the Municipality of Bibbiena. For the vehicle supplied by the Municipality, the costs for car tax remain the responsibility of the same, while the contractor will be responsible for the costs for oil, tires, insurance and for all ordinary and extraordinary maintenance interventions, including the necessary revisions. In the event of a breakdown of the vehicles that makes it impossible to use, even temporarily, the contractor is required to ensure, at his own care and expense, the replacement of the vehicle, for the entire period of downtime, by means of an adequate replacement means. An annual mileage of 68,080 km has been calculated, divided as follows: 28,000 km for the area of Soci, Serravalle and neighboring areas; 27,680 Km for the stretch within the territory of Bibbiena; 12,400 Km for the school bus provided by the Municipality for the stretch of Soci, Serravalle and neighboring areas, a consumption of 3Km for each liter, and a reimbursement for diesel of € 1.972 / l (Ministerial tables updated to June 2022 https://dgsaie.mise.gov.it/prezzi_carburanti_mensili.php). Any small deviations from the annual kilometers of travel indicated, may not entail changes to the contractual agreements nor may they justify requests for greater compensation by the contractor The labor costs that the contracting authority has estimated at € 164,245.50 (incidence of 42.331%) for the entire duration of the contract and including the extension option, have been calculated, taking into account that the CCNL autoferrotranvieri is not available from ministerial tables referred to in art. 23 of Legislative Decree 50/2016, based on the tables relating to the average hourly cost for employees of tertiary companies, distribution and services for the province of Florence, making an average of the average hourly cost between III level (€ 20.13) and IV level (€ 18.29), equal to € 19.21.
