Selection guide (selection phase) - public works contract for the design, construction, financing and marketing of residential and office buildings in Liège (Balteau site)

Purpose of the selection guide:

The selection guide mainly focuses on the first phase of the competitive procedure with negotiation, namely selection, and essentially concerns (I) the course of the selection procedure; (II) the general conditions for requests to participate; and (III) the elements / criteria on the basis of which the selection will be made.

The selection guide gives an indication of the guidelines for the award criteria that will be applicable in the second phase of the competitive procedure with negotiation, namely the award of the contract.

The contracting authority is the owner of the “Balteau establishments” site, located on the territory of the city of Liège, in the Guillemins train station district opposite the Tour des Finances.

It is bordered to the west by Rue de Serbia, to the north by Rue des Vingt-deux, from which it is separated by dwellings with gardens, to the southeast by Rue Paradis and to the East by built-up areas private and commercial.

It has two accesses: the first via Rue de Serbia, the second via Rue Paradis.

The contracting authority wishes to provide, through the contract, on the one hand, for the construction, on the Balteau site, of a building complex intended mainly for housing and incidentally for offices, to be designed by the contractor according to its own program and on the other hand, the financial valuation of the site. The contracting authority already specifies that the minimum value of the site is EUR 1,700,000.

Based on the feasibility study established at the request of the contracting authority (attached in appendix D for information only) and the contacts it had with the city of Liège, the contracting authority considers that development could relate to:

I) approximately 54 apartments with balconies or terraces, with an approximate area of

5,700 m 2 , and with cellars;

II) two office spaces, with an area of approximately 540 m 2 ;

III) approximately 56 underground parking spaces, with an approximate area of

1,500 m 2 .

The successful tenderer will ensure, at its entire cost and risk, the design, construction, financing and marketing of the project, as well as the construction of the surrounding area. It is however specified that a part of the offices (approximately 300 m 2 casco basically equipped) will be acquired by the contracting authority, in order to locate its services there. The needs of the contracting authority in terms of parking (about fifty locations) must also be covered in accordance with procedures to be determined. The contracting authority leaves the possibility of acquiring or renting part of the said car parks for its employees.

The objective of the contracting authority is obviously to maximize the financial valuation of the Site, but without neglecting the quality of the project, both in urban and architectural terms as in terms of energy performance and innovation in functions and uses.

Through the market, the contracting authority also wishes to combat social dumping and social fraud, as well as strengthen social cohesion and sustainable development by carrying out training and socio-professional integration efforts, in a demanding environment social and ethical view.

The contracting authority specifies that the site has been cleared under the conditions mentioned in the feasibility study attached in Annex D. The contracting authority already specifies that, certain areas not having been cleared, all responsibility for pollution will weigh on the contractor as part of the design, execution and marketing of the project. It will be up to the contractor to design and execute the project while respecting the restrictions imposed by residual pollution.
