The subject of the contract is "Organization and operation of guarded East and West Bathing Sites in Międzyzdroje during the bathing season in 2020-2022 and ensuring the safety of swimmers and bathers within the indicated guarded bathing areas in the sea" as part of the "rescue service" task - called services rescue, as well as "Conducting activities in the field of education and prevention regarding safety in water areas and implementation of target tasks to ensure the safety of people staying in water areas in the municipality of Międzyzdroje in the years 2020-2022" as part of the task "rescue service" - called services ensuring safety.
I. As part of rescue services, the Contractor shall be obliged to:
1) ensure safety in the East and West Bathing Area, in accordance with applicable regulations;
2) check the areas designated for bathing in terms of safety;
3) create stations for observing the designated water area;
4) employ qualified rescue personnel, in accordance with the relevant provisions, including the Regulation of the Minister of the Interior of 23 January 2012 on the minimum requirements for the number of water lifeguards ensuring constant control of a designated water area (Journal of Laws of 2012 item 108 and 2018, item 118);
5) ensure constant control of the designated water area by providing three-member teams of lifeguards for every 100 m of the shoreline, including at least one lifeguard from the water level;
6) organize medical points at the bathing beach and employ staff to operate the medical point;
7) equip the bathing beach with rescue and auxiliary equipment as well as signaling and warning devices as well as medical equipment, medicines and sanitary articles, in particular those referred to in the Regulation of the Minister of the Interior of 27 February 2012 on the requirements for equipping designated water areas in rescue and auxiliary equipment, signaling and warning devices and medical equipment, medicines and sanitary articles (Journal of Laws of 2012, item 261 and 2018, item 189);
8) secure and equip rescue stands and medical points with the necessary rescue and medical equipment (including medicines and sanitary articles, as well as umbrellas, screens and deckchairs), while bathing areas with signaling and warning devices, as well as protect rescuers and the service of medical points in clothing in accordance with applicable standards;
9) keep emergency and medical equipment in a good condition to enable its constant use and ensure safety, in accordance with applicable regulations, and in the event of its failure or wear - supplement the missing equipment;
10) clearly mark the boundaries of bathing areas, within which to mark areas for those who know and cannot swim, and a paddling pool for children, in accordance with the ordinance of the Minister of Internal Affairs of March 6, 2012 on the method of marking and securing water areas and models of prohibition signs, order as well as information signs and flags (Journal of Laws of 2012, item 286 and from 2018, item 153);
11) provide current information on water and air temperature, wave height and wind strength;
12) set up masts equipped with a set of information flags;
13) provide information on the admissibility or prohibition of bathing and about places where bathing is dangerous;
14) clean the bottom surface of the swimming or bathing area from any objects that may cause injury or other accident;
15) disseminate the rules of using the designated water area;
16) provide information on the admissibility or prohibition of using a designated water area;
17) secure appropriate means of communication to maintain direct constant communication with emergency services and cover their maintenance costs;
18) secure lifeboats in readiness in accordance with relevant regulations;
19) equip at least two motor boats with ABC equipment and oxygen apparatus and additionally employ a lifeguard with scuba diver qualifications;
20) place "bathing regulations" in a prominent place at each bathing beach when going down to the beach - boards should be made within the agreed remuneration;
21) insure rescuers against the consequences of accidents;
22) implement the "Blue Flag" program;
23) organize and introduce information communication through the radio station;
