The subject of the contract is the collection and management of municipal waste indicated in the detailed description of the subject of the order, in a manner ensuring achievement of appropriate levels of recycling, preparation for re-use and recovery by other methods, and reduction of the weight of biodegradable waste sent to storage, in accordance with:

- The provisions of the Act of 29.1.2004 Public Procurement Law (consolidated text Journal of Laws of 2018, item 1986), hereinafter referred to as the Act,

- Provisions of this Specification of Essential Terms of the Contract, hereinafter referred to as SIWZ,

- The Act of 13.9.1996 on maintaining cleanliness and order in communes

(i.e. Journal of Laws 2019.1454, as amended), hereinafter referred to as the "upcg" Act,

- the Act of 14.12.2012 on waste (i.e. Journal of Laws 2018.992 as amended),

- The Act of 27.4.2001 Environmental Protection Law (i.e. Journal of Laws 2018.799, as amended),

- Ordinance of the Minister of the Environment of 26.7.2018 on the template for reports on municipal waste collected, liquid waste collected and the implementation of municipal waste management tasks (Journal of Laws 2018.1627),

- Ordinance of the Minister of the Environment of 11.1.2013 on detailed requirements for the collection of municipal waste from property owners (Journal of Laws 2013.122),

- Ordinance of the Minister of the Environment of 14.12.2016 on recycling levels, preparation for re-use and recovery by other methods of some municipal waste fractions (Journal of Laws 2016.2167),

- Regulation of the Minister of the Environment of 15.12.2017 on the levels of reduction of the mass of biodegradable municipal waste and transfer to storage, as well as the method of calculating the level of reduction of the mass of this waste (Journal of Laws 2017.2412),

- Regulation of the Minister of the Environment of 16.6.2009 on occupational health and safety at municipal waste management (Journal of Laws 2009.104.868),

- applicable provisions of local law,

- Other provisions necessary to perform the service which is the subject of the contract.

3. A detailed description of the subject of the contract is attached as Annex 3 to the ToR.

4. The Awarding Entity obliges the Contractor to indicate RIPOK, to which waste collected from the area of real estate inhabited from the Błonie commune will be transferred in accordance with art. 6d paragraph 4 point 5.
