Subject of these services: To appoint a project team for next works in the Steenbergwijk in Landen
— the demolition of the seven bungalows.
— the replacement construction of:
—— apartments suitable around a central park,
—— single-family single-family dwellings with carport.
— infrastructure works.
Note: the social housing company Cnuz plans to:
— demolish the social dwellings (seven bungalows = 33 units) located between Jan Onkelinxlaan and Haspengouwlaan and prepare the land,
— the replacement construction of:
—— apartments suitable around a central park, located between Jan Onkelinkxlaan and Haspengouwlaan.
Following the Jan Onkelinxlaan there are two articulated volumes with an ascending height accent. The highest volume consists of five layers of construction. In the east, two urban villas are linked to one central vertical circulation zone.
Underground parking spaces are provided under these volumes that make use of the existing height differences.
Single-family homes with their own carport along the Henri Dunantlaan. These are similar to the houses on the other side of the road.
— Number of accommodation units in the replacement building: (maximum) 86 accommodation units,
— Type of accommodation units in the replacement building: The type of dwellings and apartments can still be adjusted after a local consultation,
— All infrastructure works in function of these structures: This list is not exhaustive:
—— the construction of the sewerage system,
—— the parking pockets,
—— the reconstruction of roads.
As for Jan Onkelinxlaan: A triple tree lane is planted here. This reconstruction can best be extended to the intersection with the Ean Meilaan.
The park zone: the landscape architecture in the park has to take into account, among other things, the differences in levels, the buffering of water in wadis, [ ... ]:
— the design for replacement design, infrastructure and landscape architecture should be based on the approved urban planning study already carried out in 2016 by VECTRIS cvba Vital Decosterstraat 67a, 3000 Leuven. This assignment concerns only the eastern part of the urban study. Please note that it is necessary to take into account (see Annex):
—— the terms of the GECORO of 25.1.2016,
—— the remarks of the working group meeting of 18.3.2016,
—— the final report and the corresponding rules,
—— the zoning plan with the corresponding rules,
—— the indication of the new border public — private domain.
It concerns, among other things, the following issues:
—— the planting of the tall buildings at the highest point in Jan Onkelinxlaan. The architecture must be landmark,
—— the visible relationship of the existing dwellings in Jan Onkelinxlaan to the park behind,
—— maintenance public domain. Partly private. Variation in the establishment public green,
—— the possibility of a wadi in the stone mountain district. (see infiltration tests),
—— the underground parking. (number, affordability, [...]).
The project team is responsible for the full assignment:
— urban study and design of infrastructure and landscape architecture,
— the review of the current infrastructure in the residential area in function of the demolition works and the changes to the current infrastructure,
— the preliminary design, the execution design, the tender dossier, the examination of the tenders submitted, and follow-up of the architectural assignment + infrastructure, the control and management of all works.
