The acquisition shall be subject to literature and other library materials for the libraries of the participating subscriber cities and municipalities in accordance with this procurement notice and its annexes.

The acquisition does not apply to e-datasets.

The Porvoo City Civilization Board will make a decision on behalf of all the contracting entities involved. Each subscriber (contracting entity) enters into its own contracts of the same content among selected vendors.

The following subdivisions are subject to the acquisition:

1. Domestic General Literature

- including Swedish and other language literature published in Finland

2. Foreign General Literature

3. Audiobooks

4, Sheet music

5. Recordings of music

6. Film Recordings

The bidder may offer one, more or all subdivisions.

The subscriber selects all bidders that submitted an acceptable offer in the framework arrangement.

The contract period is from January 1, 2022 to December 31, 2023, after which the contract can be extended by subscriber's decision with original terms from January 1, 2024 to December 31, 2025. The vendor decision to introduce the option period for all subscribers is made by the Director of Civility at Porvoo no later than four (4) months before the end of the actual contract period.

The libraries involved in the acquisition are part of Helle libraries and use the KOHA library system.

The estimated value of the acquisition, without commitment, is approximately €750,000, VAT 0%/year. The subscriber does not commit to a specific quantity or value.

Subscribers have access to an electronic procurement portal operated by Woima-Wirta Ltd., through which they access the available library material, make selections and subscribe to the materials. The portal compares prices for each individual purchase and directs the order to the material vendor who offers it at the lowest price at the time of the order. Subscriber places orders in smaller numbers not only by email and vendor

through an online store.

In domestic literature, in addition to general literature, offerings should include the production of public organizations, educational institutions, various companies and associations and other small publishers. The offer must determine the number of novelty names offered each year.

In Swedish and English literature, we require extensive coverage of the material offered in terms of name quantity and content.
