Engineering services Exploration and renovation or preservation of old mine works including the restoration of water absorbability in the area of the Martin Römer-Adit in Hartmannsdorf (district of Zwickau)
Task and goal of renovation
The aim of the exploration and remediation work is to eliminate the threat to public safety in the area of these old mine structures. It should be noted that the water circulating on the Martin Römer-Adit can be discharged in an orderly manner. Due to the numerous daybreaks that have already occurred in the course of the Martin Roman Adit, the client estimates that renovation work is urgently needed here at short notice.
The following boundary conditions have to be taken into account for planning services:
safekeeping of the diaries above the Martin Roman Adit
Alignment according to the existing conditions of use on the day surface (e.g. near-day seals)
Restoring the water absorbability of the Martin Roman adit
Two to three day accesses (e.g. light hole 10, Engländer Adit, etc.) are to be planned for the rolling of the Martin Roman adit to limit the travel distances and to optimise mining work. The limits of the club's gallery (Eng-Länder Stolln) to Martin Römer Stolln have to be considered. A renovation of the association gallery is to be ruled out.
Clarification of the route crossing the Martin Römer Adit with the raw water transfer tunnel Eibenstock dam - waterworks Burkersdorf under the special conditions of drinking water production and its protection
If necessary, work out and implement mining safety work to protect the raw water transfer adit or to remove water from the Martin Römer-Adit in this area.
Clarifying the concerns of the UNESCO World Heritage Site of the Erzgebirge Krusno-hori mining region, including the concerns of monument preservation/archeology in the area of the desert mining settlement on the Fürstenberg (High Forest) and coordinating the work with the State Office for Archaeology
The necessary measures or restrictions must be included in the planning and implemented.
At least the above-mentioned focal points have to be considered in the planning process. Due to the unknown old mining conditions in the area of the Martin Römer-Adit, the existing documents must be taken as a basis for planning and, due to the given urgency, be based on a shortened planning process. For the later execution of the exploration and renovation work, particular emphasis must therefore be placed on planning or adaptation planning during construction.
Conditions for a later offer and contractual implementation
The client classifies the tunnel to be processed in the main area as an object according to ANlage 12.2 to the HOAI. As a result, he proceeds from the scope of application of §§ 1ff HOAI 2021 on the expected performance. He then expects an offer on basic services according to HOAI and special services:
Basic services according to § 43 HOAI
Basic services based on fee zone III with eligible costs according to cost estimates (€2,120,000) for service phases 1 to 3 and 5 to 8 HOAI. Based on the expected performance, the client initially assumes that basic services are not necessary for performance phase 4 HOAI. The basic services for service phases 3, 7 and 8 are only partly to be provided (in detail, see draft engineering contract).
The contractor must visibly mark possible surcharges to the service phases due to planning requirements with the offer and list them for the respective service item.
When accepting the fundamentally holistic provision of basic services in a performance phase as part of its performance determination right in accordance with § 8 para. 2 HOAI, the client makes use of not transferring all services of the performance phases 1 to 8 HOAI to the future contractor. The client provides individual basic services himself for the service phases 3 and 7. In phase 8, the transfer of special services precludes the full provision of the basic services. In order to fulfil Lph 1 and 2, the client expects in particular the compilation of the basics, ownership investigations, (owner) approvals, necessary coordination with the municipality/city, the association, the state office for archaeology, votes on the RohWAS transmission tunnel (Fernwasser Südsachsen), supplementary research, Clarification of the changes, etc. as well as necessary coordination with the client.
Bidders can change the fee rates provided for in the Draft Engineering Contract appendix with their offer. The effective reduction of the stated fee rates is only possible under the conditions confirmed by supreme court jurisprudence pursuant to § 7 (3) HOAI. In addition, the client also accepts the waiver of partial services, e.g. for summarizing, explaining and documenting the results of the service phases 1 to 3 HOAI, if the bidder makes it plausible with his conceptual approach that the “shortened object planning” does not allow the professional provision of services is limited.
According to the regulations of HOAI 2021 (see BGBl. 2020, p. 2392), there is no commitment to the minimum and maximum rates for the accepted fee zone according to § 44 HOAI. However, the client expects the calculation of reasonable prices in a comprehensible/sufficiently structured manner, from which he can expect the professional provision of services.
Special services according to Annex 12.1 of HOAI
A - Construction supervision/local construction supervision (to Lph 8)
o Cost control
o Review supplements and quantity changes
o Participation in measurement with the exporting companies and checking the measurements
o Audit, comparison of the results of the audits with the order total
o Participation in acceptance
o Participate in monitoring the tests of the functionality of the plant components and the entire system
o Monitor the execution of structures for compliance with the Stability Proof
o Local construction supervision
plausibility check of the layout
Supervise the execution of construction works
Instructing the contractor in the construction project (construction start-up meeting)
Monitor the execution of the object for compliance with the documents released for execution, the construction contract and the client's specifications
Review and evaluate the eligibility of supplements
Conduct and initiate control checks
Monitor the elimination of defects detected during acceptance
Protocols on construction advice and documentation of the construction process
The services will be necessary for the expected construction time of 78 weeks. The client assumes the need for a weekly on-site deployment for the object of the contract, in particular with/after the start of construction or in the case of special requirements. Otherwise, he considers on-site assignments to be sufficient at intervals of two weeks. As a result, he considers that around 50 on-site assignments are necessary for the expected construction time.
B - Construction planning or adaptation project:
o Developing/developing solutions for problems outside of the present implementation planning; creation of computational, drawing and architectural descriptive documents
assumed scope: 10 use cases including situation recording and location, solution development, document creation (per application: 24 team hours*; billing is based on proof)
* The team lesson is to be determined in an appropriate proportion as a mixture of project management, project engineer, specialist engineer, surveyor, draftsman and typist.
C - Surveying services
Under and above day surveying services before and during construction, with PLA cracking plant, work crack plant during renovation work and final cracking plant after the end of mining work
D - final documentation
o Complete documentation of the work to complete the mining work; custody documentation
E - Supplementary engineering services
o Services for monitoring and documenting geotechnical and hydraulic conditions, including water drainage functionality and proof of stability throughout the process of water dissolving. The basis for documentation is a stationing, which is to be displayed for the entire course of the tunnel and at the same time is the basis for the object-related or building-related description (data sheets).
