The city of Karlstadt is planning the new construction of a daycare center.
Due to the increased demand for care services, the city council decided to expand the care offered by the “Theresienheim” nursery as part of local needs planning, among other things.
As the existing day care facility “Theresienheim” in Karlstadt does not meet the need for child care places, a comprehensive feasibility study was carried out to rehabilitate the existing daycare center or to create a new building with location analyses.
After testing, a new building is more economical than renovation. The city council finally decided to build a new building at another location - a free property on Eußenheimer Straße.
It is intended to build a mixed age facility with 3 nativity groups of 12 seats and 4 kindergarten groups of 25 seats, on the free property Fl. No. 916 in Karlstadt.
In addition, 3 to 4 rooms are provided for creative offers, preschool, German pre-course, individual integration or mobile special educational aids.
A review of the property through a building mass study showed that the plot size is sufficient for a new construction of 7 groups - provided that a two-storey construction is built.
Particular emphasis is placed on:
- open, bright and friendly, child-friendly design
- accessibility
- Functionality/economic viability/sustainability/durability/low maintenance costs
- energy efficiency/ecological values/use of renewable energies
The total costs are provisionally determined using cost benchmarks at around €6.0 million gross.
The construction project is funded by public funds according to FAG /FAZR.

The subject of the proceedings is the planning of buildings and interiors
(Architectural service HOAI 2021 part 3, section 1, §§ 34 ff):
-phased commissioning of basic services of service phases 1 to 9
-for now only level 1 with LPH 1+2 including related special services
-further levels according to contract model (according to HAV-KOM)
Special services:
-Participate in funding procedures (level 1+2) and where-used list (level 3+4)
(The respective application is made by the client himself)
-Establish an approvable fire protection concept/proof (level 1+2) and advice on the execution (further stages)
The assignment is intended in accordance with the provision of funds and funding commitment.
There is no legal entitlement to the commissioning, as well as the commissioning of further levels or special services.
No planning services according to HOAI property planning have yet been performed.
There are only initial sketches to check profitability/decision making (renovation or new construction) and safeguarding feasibility on the property.
The essential information can be found in the tender documents in level 1.
Further documents will only be provided to the selected participants when they are invited to stage 2.
It is assumed that the target-finding phase according to BGB 2018 has been completed.
Note:
With the entry into force of the new version of the HOAI 2021 on January 1, 2021, the binding to minimum and maximum rates is lifted. The fee tables of the HOAI 2021 show orientation values.
The fee is based on the agreement that the contracting parties make in writing.
The Client points out that, in accordance with Section 7 of the HOAI, a fee higher or lower than the orientation values specified in the royalties of the HOAI can be agreed. Unless an agreement has been made, the respective basic allowances for the basic services shall be deemed agreed.
