1. Information on the construction project

- General description:

In 2002, the planning concept for long-term accommodation was adopted by the Robert Koch Institute (RKI) in Berlin-Wedding. In two construction phases, the concept envisaged concentrating on two properties, the historic location at Nordufer 20 (NU20) and the location at Seestraße 10-11 (SE10). Both properties are located in the immediate vicinity of the Virchow Clinic, the German Heart Center and other research institutions.

After the first construction phase was implemented in recent years on property SE 10 with the renovation of House 10, the construction of House 6 and the redesign of the outdoor facilities with a main usable area of approx. 17,000 m² of usable space, the construction of the new laboratory building (House 7) on Seestraße marks the beginning of the second construction phase.

The new laboratory building at issue here provides the framework for the content of the Robert Koch Institute. The requirements for structural and procedural quality are high.

House 7 is a laboratory building of security level S2 according to GenTSV, with mainly S1 and S2 laboratories as well as four laboratory rooms of protection level 3** according to BioStoffVO. The building design of building class 5 emerged from an architectural competition that was decided on 30.06.2023. The author of the design is the office SWAP Architekten ZT GmbH. The six-storey compact building with a staggered floor for technology and basement (b, l, h = 38m, 38m, 24m/29.5m) with an NF of approx. 5,250 sqm and a gross floor area of approx. 10,500 sqm underlines the special position of the new building, which is perceived as solitaire in terms of urban development, with its construction height towering above the surrounding buildings. The building is designed as a timber hybrid structure with a reinforced concrete skeleton as the primary supporting structure, grid 7.20m, and beam-free composite slabs made of modular prefabricated glulam elements with prestressed concrete girders at the same level. The central access and technical areas made of in-situ concrete stiffen the building. The design allows a high degree of flexibility of use. The < 400 units make it possible to dispense with the need for corridors. The usage units are connected to the stairwells. The façade consists of prefabricated wood-glass modules, a PV system is planned on the roof (green roof) and in façade areas.

The new building is to be integrated into the existing property during ongoing operation and confined spaces, taking into account the existing technical facilities and safety requirements. The requirements, in particular for sustainable construction (BNB silver for new office buildings and outdoor facilities) must be met and the BIM method must be applied.

- Client, user: Federal Republic of Germany, represented by the Federal Office for Building and Regional Planning (BBR)/. The user is the Robert Koch Institute (RKI).

- Use of buildings: laboratory / office space and meeting rooms.

- Type of construction: New construction.

- BGF: 10.500 m2

- Usable area (NUF) is 5,250 m2.

- Project costs (net) according to DIN 276: for KG 440-450 approx. 6,400,000 € net, for KG 200-700 approx. 80,000,000 € net.

- Project duration: approx. 75 months.

2. Subject of the order

- Range of services: Specialist planning of the technical equipment according to § 53 ff, Anl.-Gr. 4 and 5

- Scope of services: Basic services LPH 2 to 9 as well as other services.

- Start/end of service provision: approx. beginning of the first quarter of 2024 to approx. first quarter of 2030.

A gradual award of the services is planned. However, there is no legal claim to the transfer of all services.
