Framework agreement for the procurement of euro banknotes produced under a specially secured procedure

The Deutsche Bundesbank, hereinafter referred to as BBk, intends to award a framework agreement for the award of contracts for the production of euro banknotes in a specially secured procedure (with regard to production, storage and transport, including intermediate products) for BBk and other contracting entities to banknote printers approved by the European Central Bank with regard to safety, quality, environmental, health and safety aspects (applications for authorisation may be submitted to: of the European Central Bank, Sonnemannstraße 20, D-60314 Frankfurt am Main.). The framework agreement partner produces euro banknotes not only for BBk, but also for other contracting entities that have authorised BBk to do so (currently Hrvatska Narodna Banka, Latvijas Banka and Lietuvos Bankas, as well as other Eurosystem national central banks in the future, if applicable). In addition to the issuers themselves, the banknotes may also be recipients of other central banks of the Eurosystem.

The framework agreement is concluded for four years, whereby the BBk and the other contracting authorities reserve an annual right of termination for the entire framework agreement. Within the framework of this agreement, BBk will make individual requests. The period for the provision of delivery of the respective individual request shall be communicated together with the respective invitation to submit offers for the respective individual request.

With this framework agreement, the BBk intends to procure the quantity of euro banknotes allocated to it and the other originators on the basis of the allocation decisions of the Governing Council of the European Central Bank in this regard, as well as to carry out special Eurosystem projects. It is not possible to provide information on the quantities and denominations of euro banknotes at this stage. These, as well as the distribution of lots and other relevant information, will be communicated within the framework of the respective individual requests. In recent years, the BBk has procured between 800 million and 1.5 billion banknotes annually, divided into up to three lots, each containing about 300 to 700 million banknotes.
