The subject of the contract is all the care services listed below in the assisted area, initially for the advertised service period or optionally for the extension periods up to the end of the implementation period at the latest.

The programme supervisor to be commissioned is to be entrusted with the entire organisation and coordination as well as the control of the tasks incumbent on the funding measure.

The following services are to be transferred (a detailed description of the individual service modules is given in the service description):

The programme supervisor is to advise and support the city in all upcoming tasks within the framework of the assisted area and to handle all tasks assigned to him in close cooperation with the city or the local administrative staff.

The programme supervisor must first familiarise himself comprehensively with the documents already available as a basis for the eligible area (development concept, approval decision).

The programme supervisor has to take over the tasks of project management and urban planning consulting.

The programme supervisor has to take over the financial support and advice of the municipality.

The programme supervisor has to take over the tasks of centre or neighbourhood management in the assisted area.

The program supervisor must take on a case-by-case basis for funded measures:

- Advice and support during the preparation and execution of municipal construction measures

- Advice and support in the preparation and handling of municipal regulatory measures

- Advice and support during the preparation and execution of private construction measures

- Advice and support in the preparation and handling of private regulatory measures

In the event of a decision by the city, the programme supervisor must carry out a tender procedure for the appointment of a centre or neighbourhood management. It should be noted that the decision to appoint a centre or neighbourhood management is made in coordination with the city.
