The programme aims to contribute to the improvement of living conditions of internally displaced persons, the local population in host communities and those returning to their communities of origin within Nigeria. Living conditions in informal IDP camps and host communities are stabilised; IDPs are supported in their efforts to reintegrate into social and economic life in their communities of origin; and support is provided to help these communities implement development-oriented rehabilitation measures.The assignment will focus on supporting the management and the team of the programme to have holistic annual reviews on the programme progress.
Since August 2016, the German government has been commissioning GIZ to implement the programme “Support of internally displaced persons and the resilience of host communities in North and North-East Nigeria”. The funding of the programme includes combined financing from the 11th European Development Fund. The programme is being implemented in collaboration with the Federal Ministry of Budget and National Planning and a variety of different national, regional, local and international partners.

The programme focuses on the states of Adamawa and Borno in North-East Nigeria. Measures are carried out in a conflict-sensitive way and are aimed at both IDPs and the local population. The programme’s approach is to supplement humanitarian aid activities carried out by other actors with rehabilitation and development activities. Living conditions in informal IDP camps and host communities are stabilised; IDPs are supported in their efforts to reintegrate into social and economic life in their communities of origin; and support is provided to help these communities implement development-oriented rehabilitation measures.
About the assignment:
The assignment will focus on supporting the management and the team of the programme to have holistic annual reviews on the programme progress. The contractor will serve as continuous sparring partner to reflect and discuss the programme’s strategy to further develop and learn. Under this assignment, the contractor is expected to design a tailor-made advice approach together with the programme staff in order to realise a mutual learning process for the whole team on site. Annual review visits (2018-2021) are supposed to play the following roles:
— Review the achievement of the objectives and indicators (both logframes of the German Federal Ministry for Economic Cooperation and Development and the EU),
— Check and validate the existing management approach, tools and strategy of the programme incl. cooperation management, steering structure, processes and the capacity development approach against the background of the Nigerian context together with the GIZ team (dialogue-oriented and constructive feedback),
— Strategic analysis of the programme’s documentation and monitoring of activities and its discussion with the programme team (interpretation aid),
— Field visits, interviews or workshops with implementation partners, political partners, target groups, and others to generate an external view on the programme’s work for mutual reflection with the GIZ team (professional curiosity),
— Development and realisation of appropriate designs and learning settings to generate lessons learned and recommendations for the next planning period (co-creation with a valuable external view),
— Development of overarching lessons learned during the final review (2021).
