The contract is part of the implementation of a telephone cascade system allowing a person to manage himself the telephone numbers which, in the event of an incident or problem, can be reached in order of priority. The identification of the manager (person who registers and manages the numbers) and the person concerned (who is involved in a problem or incident) is done by the national registry number.
A telephone cascade of this type is used for the "Allo Parents" service. The "Allo Parents" service has been active since 2009 and aims to associate a telephone cascade (list of telephone numbers) with a Kids-ID card. Thus, a parent can activate the service upon receipt of a Kids-ID and communicate a specific "Parent Contact" code as well as a list of phone numbers to call in case of problem (e.g. danger) with the child. The code "Parent Contact" is provided by the municipality after the request of the Kids-ID. A person who finds a child in danger can call the cascade's general number, 078 150 350, and provide the National Child Registry number. The different numbers on the list are automatically dialed until a person picks up. If, at the end of the stunt, no one answers, the call is automatically transferred to Child Focus, accessible 24 hours a day. The key to contacting parents is the phone number (078) as well as the Child's National Registry number which is indicated on the Kids-ID.
Allo Parents is therefore a solution that allows anyone who finds a child in a problematic situation to quickly and directly contact a parent (or any other trusted person if the parent is not reachable). The service is available in Belgium and abroad.
The purpose of this contract is the takeover by the successful tenderer of the entire existing service, maintenance, support and preparation of monthly reports, as well as the assumption of the related technical solution.

• Item 1: the takeover by the successful bidder of the entire existing service (migration)
• Item 2: day-to-day management and corrective maintenance
• Item 3: evolutionary maintenance of services
