Mabit will contribute to increase value creation in the fishing and aquaculture industry and the biotechnological industry, and will contribute to strengthening research driven industry development and industrial activities, and will strengthen relevant skilled competence in these industries and in the professional environments in North Norway.
MABIT is financed by the Ministry of Local Government and Regional Development (KDD) and Nordland, Troms, and Finnmark Counties, and is
to be seen in connection with other policies aimed at industry in the counties.

The target group for the administrator's work is potential applicants for the scheme. Those who can apply for grants over Mabit are:
- North Norwegian companies within biotechnology, fisheries, or aquaculture.
- Industry actors that have research and development projects in North Norway.
- Research and development environments aimed at industry in North Norway, possibly outside North Norway in cooperation with North Norwegian industry actors.
The estimated value is NOK 6.4 million excluding VAT for the entire contract period, equivalent to approx. NOK 1.6 million per annum excluding VAT.
