1. Object of the contract: Collection and management of municipal waste from real estate
Inhabited in the commune of Miękinia in 2020.
2. The service of collecting municipal waste (emptying containers from municipal waste and transporting this waste to places of its utilization) covers all residential real estate located in the municipality of Miękinia. This service does not apply to uninhabited properties, including uninhabited premises in multi-apartment buildings, which also includes residential premises.
3. Waste collection should be carried out in a manner enabling achievement of appropriate levels of recycling, preparation for re-use and recovery by other methods and reduction of the mass of biodegradable municipal waste.
4. The full scope of services and a detailed description of the subject of the contract together with the technical conditions for the performance of the service is presented in the detailed description of the subject
The subject of the contract includes:
1. Collection, collection, transport and management of municipal waste arising and collected:
1) on all real estate on which residents reside, located within the administrative boundaries of the Miękinia Commune, covered by the municipal waste collection system, in accordance with the resolution of the Council of Miękinia Commune referred to in art. 6 c. 1 of the Act of September 13, 1996. on maintaining cleanliness and order in communes (i.e., Journal of Laws of 2019, item 1579);
2) from public points-App. 3.
2. Equipping the owners of real estate where residents live in bags for the selective collection of municipal precipitation :: "Paper" - the estimated amount during the contract will be 33,000 and "Metals and plastics" - the estimated amount during the contract will be 225,000 pcs
3. Equipment for waste collection containers with RFID transponders (chips) and their geolocation in the field by assigning containers to points of export - the estimated amount during the contract will be 1150 pcs.
4. During the contract period, the contractor will geolocation (pairing) waste collection facilities at collection points.
5. The geolocation of waste collection facilities at export points should be understood as their assignment to individual export points, specifying the geographical coordinates of the export points based on the coordinates of the individual containers assigned to them. Geolocation also includes sending real-time updated data to the system through a data exchange interface.
6. The contractor is required to verify and complete the list of exit points during the geolocation process and to provide verified data to the implemented system.
7. Data recorded from the GPS monitoring system must be fully integrated into the implemented computer software.
8. Data transfer from devices must take place online in real time with simultaneous data transfer from the GPS monitoring system. All recorded events (loading, unloading, identification, weighing, registration and others) must be extended with the exact date and time [according to UTC (PL) coordinated universal time] and the geographical coordinates of the events determined on the basis of GPS.
9. Registering, during the service, data from container weighing and identification systems, and sending this data to the implemented software through a data exchange interface used to collect and analyze data and information obtained from the Contractor's monitoring systems.
10. After December 31, 2020, the Contractor shall provide all RFID tags installed free of charge to the Employer and its cost will be settled in monthly installments from January 1, 2020 to December 31, 2020.
11. The provision of the service of collecting and managing municipal waste from property owners in the municipality of Miękinia should start from January 1, 2020 and end by December 31, 2020.
12. The amount of waste generated in the commune is not uniform throughout the year. The final actual amount of waste will be known as a result of the task. Payment for the performance of the contract will be made on the basis of the actual received and managed tons of municipal waste transferred to the processing installation.
13. The Contractor is obliged to include in the service costs the impact on the profits obtained from the sale of collected secondary raw materials.
14. In the event of changes in the municipality's IT system, the Contractor shall adapt within 30 days to the extended / changed methods of data exchange
15. The IT data collected by the Contractor are the property of the Employer.
