Sachsenhausen Memorial and Museum - coach parking, planning services for outdoor facilities, civil engineering structures and traffic facilities

The Brandenburg State Agency for Real Estate and Construction (BLB) is putting out to tender the planning services for the Sachsenhauen Memorial.

For the measure, planning services are to be tendered and commissioned by specialist planners, which include the service areas according to HOAI for outdoor facilities (§§ 38 - 40), civil engineering structures (§§ 41 - 44) and traffic facilities (§§ 45 - 48). All performance areas are to be regarded as interrelated and build on each other. In order to do justice to a smooth coordination of the specialist planning, the assignment of the planning services to a qualified office is intended in this special case.

The services include:

Open facilities: intervention measures in existing vegetation, compensatory and replacement measures, accompanying greenery next to new traffic areas to be created.

Civil engineering structures: open and closed drainage systems, connection to the receiving water or to the public road drainage network.

Traffic facilities: Traffic facilities and stationary traffic facilities primarily for coaches connected to the public transport network.

1. General description:

At the instigation of the STIFTUNG BRANDENBURGISCHE GEDENKSTÄTTEN (SBG), the target planning for the Sachsenhausen Memorial and Museum is currently being revised. This includes, among other things, structural changes and spatial relocations of the existing infrastructure. After analysing the stock of traffic development and stationary traffic, points of conflict with residents and with regard to the ownership of land emerge that give rise to these changes.

In order to optimize the situation, three variants were designed and presented for decision-making. As a result of the balancing discussions, the variant (V3) with future spatial separation of stationary bus traffic from the car park was favoured. It was decided to prepare an independent access road for the coaches via the entrance at the tax office with exit point and a new residence / waiting location east of the SS farm building / casino, accordingly with separate exit and boarding points. The location of the parking spaces will remain.

It is necessary to plan the traffic facilities both for the access to the exit point, for the exit point itself, for the lane of the empty journey of the coaches to the car park and finally for the coach car park with all the necessary facilities and ancillary facilities.

In an in-depth feasibility study, the preferred variant was further considered. The result of the study of 15.12.2021 is the basis of further planning, which is divided on the one hand into the planning of the exit areas and on the other hand into the planning of the coach parking lot.

After the planning for the exit area and the new access road to the memorial, the SBG has now commissioned the BLB to press ahead with the planning for the new coach parking lot.

2. Planungsgegenstand

The subject of the planning task presented here is the parking lot for mainly coaches, which, after the visitors have disembarked, park for the duration of their stay in the memorial and the museum at the new location and pick up the visitors again after their tour.

In addition, the planning contract will also include the connection from the bus parking lot to the target planning measures that will connect to the memorial from there. The target planning measures presumably include a new visitor information centre or a seminar building.

The connection of the car park to the public road network is only part of the planning to a limited extent. The connection is to be coordinated with the connection planning "cul-de-sac to the public traffic area" commissioned by the city of Oranienburg.

3. Areas

On the site southeast of the historic Lagerstraße between the former SS casino and the decommissioned heating plant, a parking lot for 30 coaches is to be built. It is intended to create a paved area for 20 buses with a paved lane between the rows and to allow parking for a further 10 buses on a flat but unsealed surface. The new feeder road to be built to reach the car park must not have any points of contact with the historic Lagerstraße. An intervention in this existing traffic route is to be avoided because of its historical and admonishing significance. In this respect, the Fahrgasse is to be arranged next to the old camp road.

The surface drainage for the sealed surfaces of the coach parking lot and the tramways is part of the planning services. The accompanying landscape conservation measures must also be planned.

The area to be planked and available for all parts of the service is approx. 18,200 m² on the property Gemarkung Oranienburg, corridor 1, parcel 3841. SBG has received a purchase offer from the city of Oranienburg for the areas of the bus car park. The division survey is largely completed. The official site plan is made available for planning.

A ground report is currently not available. This is commissioned by the engineering office, coordinated with the planning and in accordance with the required examination parameters.

In order to clear the construction site, demolition work on old pavements, which are very likely to have contamination, is required. The handling of contaminated sites must be included in the scope of planning. The land use plan of the city of Oranienburg identifies the area to be planned as a "special construction area with a high proportion of greenery", so a forest conversion is not necessary. Nevertheless, species protection concerns are to be expected.

Estimated order values per specialist planning: § 38 HOAI Freianlagen (EUR 111,291.92), § 41 HOAI Ingenieurbauwerke (EUR 65,232.31) and § 45 HOAI Verkehrsanlagen (EUR 138,788.70), each HZ III used in the assessment.
