Offering a Framework Agreement on the Purchase of Cleaning Services (the Cleaning Agreement)

The Modernization Agency offers the framework agreement on procurement of cleaning services on behalf of the entire state. The details of the benefit are set out in point II.2.4).

At the entry into force of the agreement, government institutions will be required to apply it. The institutions of preparatory basic education are obliged to apply the agreement. A number of self-governing institutions, etc., whose appropriation is included in the Finance Act, are original parties to the agreement and can make use of it. The National Bank of Denmark, the Danish Parliament, the Danish Institute for International Studies, the Institute for Human Rights and Greenland's Self-Government are also original parties to the agreement and can make use of it. These have the right but not the obligation to apply the agreement. The Ministry of Defense's Resource Area (Defense) and the National Police with the underlying institutions are entitled, but not obliged to apply the agreement. Sub-agreement 1 - The Capital Region and Region Zealand

Subsection 1 covers the Capital Region and the Zealand Region and includes cleaning services in the following areas:

Cleaning Services:

- daily / weekly cleaning, including cleaning of fixtures, building parts and sanitary installations, as well as associated service tasks,

- floor cleaning,

- periodic cleaning,

- stationary work management, where a management resource is permanently stationed at the individual customer's address, etc.

- main cleaning,

- window cleaning,

- exceptional cleaning service, for example cleaning needs at special events.

Cleaning related services:

- artisan cleaning, including for example cleaning needs during remodeling or other similar situations,

- services, including, for example, filling and cleaning of coffee machines, cleaning of meeting rooms and filling of dishwashers,

- curtain wash,

- the blinds,

- floor treatment, including the re-establishment of polish-treated floors, scouring of polish-treated floors, re-establishment of oil-treated floors, carpet cleaning, PUR treatment of floors, soap treatment of floors and thorough scrubbing of floors, etc.,

- mat service, rental and replacement,

- Laundry service, including washing, renting and handling textiles, such as cloths, tea towels, towels, tablecloths and napkins.

Certain cleaning services may require the use of a lift, larger cleaning machines, etc.

The above only constitutes an overall description of the benefit. Awarding of Supply Agreements based on a Framework Agreement will either take place on the basis of the terms set out in the Framework Agreement, without any re-competition (purchase directly on the Framework Agreement), or - in cases where not all terms are set out in the Framework Agreement - after there is renewed competition between the players with whom a framework agreement has been concluded (mini tender).

Delivery must be made to the individual institution as directed by the customer. The framework agreement does not include the provision of services to institutions located abroad, in Greenland or in the Faroe Islands.

The supplier must be able to deliver the documents required for the support state's joint purchasing and billing system (in 2019, it is IndFak2, if the system changes its name, the obligation remains unchanged).

There will be a requirement for the supplier to report data to the Modernization Agency, which shows in detail the actual sales on the framework agreement. Details of data requirements and format will be set out in Annexes 5 and 5A to the Framework Agreement.

Sub-agreement 2 - Central Denmark Region and Region South Denmark

Sub-agreement 2 covers the Central Denmark Region and the Region of Southern Denmark and includes Cleaning services in the following areas:
