High-speed cycle connection - RS 6 - Freiburg - Denzlingen - Waldkirch / Emmendingen, project planning traffic facilities Lph. 3 and 4 (according to HOAI)

The aim of the project high-speed cycle link RS 6 (L) Freiburg - Denzlingen -Waldkirch / Emmendingen is the realization of a high-speed cycle connection from the core city of Freiburg to the stations Emmendingen and Waldkirch.

The project is located in the territory of the Regionalverband Südlicher Oberrhein (RVSO) and extends in the urban area of Freiburg and the districts of Breisgau-Hochschwarzwald and Emmendingen.

According to the Baden-Württemberg Road Act, high-speed cycle links are roads. Due to the length of the route and the high potential for cyclists, the project is a state road. According to the Baden-Württemberg Road Act, all regulations apply to high-speed cycle connections, in particular on dedication, road construction burden, the determination of local passages on state and district roads and the associated change of road construction load, which also apply to other state and district roads.

According to the Baden-Württemberg Road Act (§43(3) StrG B-W), the city of Freiburg is responsible for the construction authority for the local thoroughfares in the course of state roads. For the RS 6 (L) project, the city of Freiburg is therefore responsible for the construction of the route within the Freiburg thoroughfare. Outside the Freiburg thoroughfare, the state of Baden-Württemberg is the contractor for the planned high-speed cycle link.

The change of the road construction load or the transfer point was agreed in coordination with the city of Freiburg in the area of the northern city boundary at the junction Wildtalstraße (K4915) / Höheweg. In parallel, the two construction authorities are currently planning the sections of the line that are under their construction load in close cooperation.

For the section in the construction load of the state from the junction Wildtalstraße (K4915) / Höheweg to Emmendingen or Waldkirch, the state has carried out the basic planning and the preliminary planning (Lph. 1 and 2 of the HOAI). A preferred variant for the route of the high-speed cycle link RS 6 (L) in the construction load of the state (cost € 36.6 million; Length: 20.6 km) has been determined. The route leads from the junction Wildtalstraße (K4915) / Höheweg in a northerly direction to the municipality of Gundelfingen. North of Gundelfingen, the route is divided into two routes. One route runs northwest via Denzlingen to Emmendingen station, the other northeast via Denzlingen to Waldkirch station.

The task of this planning contract is the preparation of the design planning and the approval planning (Lph. 3 and 4 of the HOAI) for the section of the route in the construction load of the country of the project RS 6 (L) based on the results of the present preliminary planning (Lph. 2) or the specified preferred variant.

Since the preliminary planning was still created on the basis of the now outdated quality standards for high-speed cycle connections in Baden-Württemberg as of 2018, the newly introduced quality standards for high-speed cycle connections in Baden-Württemberg as of 2022 must be taken into account as part of the design planning and incorporated into the planning as part of the design planning.

As part of the preliminary planning, no or only rudimentary site and height plans were created. In the design planning, these are to be created for the first time on the basis of the determined solutions of the measure register of the preferred variant (document 25 - Measure cadastre 03 of the main variant E1/E2 and document 25 - Measure register 04 of the main variant W1).

For the solutions provided for in the preliminary planning or in the register of measures of the preliminary planning, the necessary detailed solutions, e.g. with regard to the node design (geometry, performance), changes to parking areas, etc. within the framework of this planning mandate are to be developed in the further planning and coordinated with the affected cities and municipalities.

Since funding for the project was requested by the federal government, the requirements of the federal government, which are defined in the "Administrative Agreement on Cycle Superhighways 2017-2030", must be taken into account.
