The subject matter of the framework agreement is the execution of control tests in road construction and further building material tests in accordance with the specifications of the service description.
The control tests and building material tests are divided into the following service areas:
Performance range 01: Soils, soil improvement and soil consolidation according to ZTV E-StB
Performance range 02: Coatings without binders according to ZTV SoBStB
Performance range 03 Base courses with hydraulic binders and concrete pavements according to ZTV Beton-StB
Performance range 04: Asphalt construction methods according to ZTV Asphalt-StB
Performance range 05: Bitumen investigations according to TL BitumenStB and investigations on bitumen emulsions according to TL BE-StB
Performance range 06: Surface properties
Performance range 07: Road marking - Testing of the finished power in new condition according to ZTV M
Service area 08: Environmental analysis

The service areas are hereinafter also referred to as "lots" due to the specification of terms in this announcement form.

The conclusion of the framework agreements for the provision of the services described in more detail in the service description (Annex 1 to the framework agreement) takes place by means of a so-called "open house procedure" (see Section VI.3 for more details and in the cover letter, which can be accessed via the electronic address specified in Section I.3).

The framework contract to be concluded individually includes for each contractor those service areas described in more detail in the service description (Annex 1 to the framework yield) for which the admission requirements have been proven with the application for approval.

Individual contracts awarded on the basis of the framework agreement concluded may include all services or only parts of one or more service areas for which a contractor has been approved.

The open house procedure runs from publication until 31.12.2024 and can be extended twice by 1 year. Applications for authorisation and thus also the conclusion of a framework agreement can be made during the entire duration of the open-house procedure.

A framework agreement comes into force with the admission of an interested party and ends subject to extension option on 31.12.2024. The framework agreement can - analogous to the open house procedure - be extended twice until 31.12.2025 or 31.12.2026 due to the extension option. Further details are regulated by the framework agreement.
