This is an Invitation to participate in a negotiated procedure aimed at acquiring a workforce management system (hereinafter also referred to as the "System") as a SaaS service by which Monetra provides a workforce management service as a system service to its customers. The Monetra Group (hereinafter also referred to as the "Subscriber") acquires the system and uses it as part of its overall service provision. The procurement is about the delivery, maintenance and development of the Workforce Management System. Due to the complex nature of procurement, it is not possible to issue an invitation to tender or specification of requirements without negotiations.
Those submitting a participation application are requested to note that the declared total value of the procurement is an estimate and the Customer does not undertake to order the service mentioned above. Amount. The total value of the procurement has been designed to take into account any growing need in the future.
The procurement procedure used is the negotiated procedure, in which the client negotiates the terms of the contract (incl. requirement specification) with the tenderers admitted to the procedure. The aim of the negotiations is to specify the terms of the procurement contract so that the client's objectives for the Workforce Management System are fulfilled as well as possible with the help of off-the-shelf software available on the market. Through negotiations, the aim is to provide the tenderers with the best possible understanding of the client's needs and the client's understanding of the tenderers' solutions, thus achieving the best possible outcome for the acquisition of the system.
The selection of participants is subject to mandatory requirements related to the candidate's eligibility and suitability, including reference requirements. All candidates who meet the requirements will be selected for the negotiated procedure.
Initial tenders will be requested from the participants selected in the negotiations process by responding to a preliminary request for tenders. During the negotiation procedure, the call for tender/the terms of the contract shall be refined and, at the end of the negotiations, the participants will receive a final call for tender to answer.
Interested candidates (hereinafter referred to as "tenderers") may submit a request to participate in the procurement procedure.

The target of the procurement is a comprehensive workforce management SaaS solution that can be used to produce workforce management as a whole, including working time management and workforce planning. The procurement contract is awarded to the winning operator. The procurement agreement includes an agreement on the implementation project and continuous services.
In terms of schedule, the goal of the tendering process is to conclude a procurement contract with the selected supplier during Q1 2024, but the time is estimated and the client does not commit to it. The implementation schedule will be planned in stages according to different user organizations. A more detailed schedule and phasing will be agreed with the selected supplier.
The procurement has not been divided into parts, as the aim is to acquire the Workforce Management System as a complete solution so that the services related to both its implementation and maintenance are compatible and easy and practical to manage. The aim of the procurement is to combine workforce management in different systems into the same entity with a consistent user experience.
