In order to fulfil the legal tasks, the National Accompanying Body (NBG) has been using digital communication technology, such as video conferencing, live streaming, etc. since May 2020. both for the events and for the regular committee meetings. This made citizen participation possible even in times of crisis.
This new measure has now shown a clearly positive effect on public participation. The NBG would therefore like to firmly anchor this possibility as a useful instrument in its own meetings and events.
The aim is to conclude a framework agreement for the implementation of a live stream for the meetings and events of the NBG.
Specific individual orders are commissioned as individual call-offs from the framework agreement. The demand is estimated at up to 20 individual orders, including hybrid (on-site & digital) and purely digital events 10 orders per year.
There is no entitlement to complete retrieval.
Specifically, the following services are to be provided for each individual order (these will be specified in the respective order if necessary):
Digital-only session/event (duration: 2-8 hours; up to 300 participants at the meeting and up to 1000 participants at the event)
Videoconferencing tool WebEx (password protected) with the following add-ons: whiteboard, screen sharing, additional possibility of telephone dial-in, breakout rooms
Sending of access data (link video switch/password) and handout "How to use" (manual video tool) at least 1 week before the event date to the NBG office
Short introduction to video conferencing tool for NBG office & moderator 1 week before event date (digital). The moderation is provided by the NBG.
Technical support of the video circuit before and during the event (picture direction, connection of presentations, etc., technical support)
Live stream of the video link via NBG YouTube channel incl. streaming technology

Test run video switching & test livestream at least 1 week before the event date
Use of advance notice boards, teasers on YouTube (boards and teasers are sent from the NBG office to service providers)
Sending of playback evaluation / statistics by event
Sending download link to recording in HD quality (for your own archiving without YouTube compression) after event
Optional: Cut out the live stream (cut out the lunch and coffee break and clean up the beginning and end of the livestream) & re-upload to the NBG YouTube channel on the day of the event

Hybrid meetings and events (On site in Berlin with digital WebEx connection, approx. 8 hours, plus time for set-up and dismantling; up to 40 participants on site & up to 300 participants digitally at the meeting and up to 100 participants on site & up to 1000 participants digitally)
